General Description:

The Department of Administrative Services is the State of Georgia’s enterprise solution for human resources administration, risk and fleet management, surplus property, and state purchasing. Through the efforts of our employees, we provide enterprise leadership, business services and solutions to help state entities improve organizational efficiency, workforce performance and policy compliance. The Human Resources Administration unit is tasked with managing the development of the state personnel policies, enabling state agencies to hire and retain top talent and ensuring that human resource professionals across the state are trained and compliant with current regulations.

The Data Analyst provides data analysis support to units within Human Resources Administration. This role is responsible for analyzing, interpreting, and delivering analytics that will be used to make strategic decisions related to workforce planning, benefits, talent management, and policy development. The analyst supports the production of the annual workforce report, monitors key workforce trends, and provides data-driven insights and recommendations to inform enterprise-wide workforce strategies.

Key Responsibilities:

·         Transforms data requests into meaningful dashboards, scorecards, and reports that support workforce strategy, benefits utilization, policy evaluation, and talent management initiatives.

·         Prepares recurring and ad hoc reports that inform key stakeholders on critical metrics, including turnover, staffing levels, retirement eligibility, compensation trends, and workforce demographics.

·         Supports the development and publication of the annual workforce report, including data collection, analysis, and visual presentation of key trends, challenges, and opportunities.

·         Provides analytical support for enterprise workforce initiatives such as succession planning, intern-to-hire programs, onboarding effectiveness, retention strategies, and upskilling/reskilling efforts.

·         Analyzes workforce and benefits data to evaluate the impact of HR programs and policies, and supports data-driven policy decisions and strategic recommendations.

·         Collaborates with stakeholders across HRA, Talent Management, and senior leaders to gather data requirements and support strategic projects.

·         Supports the formulation of workforce and policy recommendations by synthesizing data into actionable insights that inform leadership decisions and promote improved outcomes.

·         Ensures accuracy and consistency of data by validating sources, applying quality controls, and adhering to data governance standards.

·         Documents and maintains reporting standards, business definitions, and data methodologies; provides training and technical support to users of self-service tools.

·         Provides analytical support for special projects, strategic workforce initiatives, and policy development efforts led by the Director.

·         Supports the documentation and standardization of reporting processes, data definitions, and metric methodologies.

·         Develops training materials and provides guidance to internal users on how to interpret and use HR dashboards and self-service tools.

Knowledge, Skills, & Abilities:

·         Knowledge of workforce metrics, HRIS data, and public sector HR practices.

·         Ability to analyze and communicate complex data clearly and effectively to diverse audiences.

·         Detail-oriented with strong organization and project management skills.

·         Proficiency with Excel and PowerPoint.

·         Ability to collaborate across teams and present findings to senior leaders and stakeholders.

This position may require some travel.

Completion of a pre-employment background check is required.

DOAS participates in a hybrid work environment and

Telework is encouraged with some days in the office required.

Minimum Entry Qualifications

Associate degree in business or related field from an accredited college or university AND three (3) years of experience related to area of assignment;

OR one (1) year of experience required at the lower level Busi Support Analyst 2 (GSP131).

Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.

 

PREFERRED QUALIFICATIONS:  Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess one or more of the following items below.  PLEASE CLEARLY INDICATE YOUR KNOWLEDGE OF THESE QUALIFICATIONS ON YOUR RESUME.  

·         Bachelor’s degree in Human Resources Analytics, Public Administration,

Business, Statistics, Computer Science, or a related quantitative or social science field.

·         One year of experience in data analysis, workforce reporting, policy research, or HR analytics.

·         Experience working with human resources, benefits, or policy-related data.

·         Experience supporting strategic HR initiatives through data (e.g., workforce, planning, succession, retention)

·         Experience with enterprise HR systems (e.g., PeopleSoft, Workday, Oracle HCM)

·         Analytics-related certification (e.g., SHRM People Analytics, Microsoft Power BI)
