GENERAL DESCRIPTION:
The Department of Administrative Services (DOAS) seeks a Communications Specialist 3 who, under broad supervision, will support and execute the department’s comprehensive communications, marketing and digital media strategy. Responsibilities will include supporting and executing the department’s internal and external communications programs and maintaining the department’s presence on the website, intranet, and social media channels.
The selected candidate will work under the supervision of the Director of Communications to plan, develop, and implement a communication or outreach program and/or public relations plan for an assigned department, unit, or function. May assist in managing projects, campaigns and program plans for social or community outreach. Develop communication materials and presentations.
Job Responsibilities:
Ø Consult with agency business owners and content experts to gain a comprehensive understanding of the DOAS mission, strategic plan, products, services, and ongoing projects. Provide recommendations for communication materials tailored to the target audience, key messages, and timeline.
Ø Assist in developing correspondence, promotional communication materials, presentations, speeches, training, webinars, etc.
Ø Develop communication and marketing plans aimed at meeting the needs of specific audiences and programs. Design, coordinate, and manage the printing, ordering, and distribution of marketing materials to put these plans into action.
Ø Oversee the formatting, production, and distribution of e-newsletters, including the DOAS Dispatch, using MailChimp.
Ø Maintain and manage content on the internal DOAS intranet site and on external DOAS and Team Georgia sites powered by the Drupal platform. Engage in copywriting for webpage content, newsletters, and social media posts to drive traffic to the website and engage site visitors. Provide content maintenance support for websites and participate in testing and developing new functionalities.
Ø Produce and revise high-quality communication materials, including marketing collateral, fact sheets, FAQs, talking points, reports, articles, presentations, handbooks, brochures, and more, ensuring consistency with the department's tone and voice while crafting concise and polished copy.
Ø Manage the DOAS social media platforms by planning, creating, posting, and monitoring content to ensure consistent and engaging messaging. Continuously evaluate the agency's social media communication strategy using metrics.
Ø Assist in graphic concept development, design, and production of marketing materials and logos for various programs.
Ø Maintain a communications project calendar, track projects and deadlines, and ensure that tasks remain on schedule while balancing workload demands.
Ø Build and maintain relationships with internal and external partners, providing courteous, knowledgeable, and helpful service.
Ø Respond to inquiries from employees and vendors; research issues and respond, consulting with manager on resolutions.
Ø Adapt quickly and positively to change and new methods. Confidently address challenges and uncertainties, effectively interact with diverse individuals, and adjust approaches as situations evolve.
Ø Listen actively to fully understand issues, comprehend written material, and clearly present information to ensure understanding. Adapt message and tone for different audiences as needed.
Required Knowledge, Skills and Abilities:
Ø Knowledgeable and skilled in developing content and messages.
Ø Strong writing, editing, and proofreading skills; exceptional grammar, punctuation, and spelling.
Ø Competent in preparing materials for diverse audiences and communication channels.
Ø Proficient in reviewing documents for content, coherence, and grammar.
Ø Knowledge of current communications, marketing, advertising, and public relations theories, practices, methods, and trends.
Ø Knowledge of emerging web and social media technologies and trends.
Ø Proficient in software applications (MS Office, SharePoint, MailChimp, Adobe Creative Suite, Canva, etc.)
Ø Experience with website content management systems like Drupal.
Ø Knowledge of graphic design principles and techniques.
Ø Skilled in developing graphics, visuals, and both print and electronic marketing materials.
Ø Familiar with AP style guidelines.
Ø Ability to establish goals and measures to enhance outreach.
Ø Strong project management skills.
Ø Analytical and skilled in problem-solving.
Ø Ability to work effectively in a fast-paced, team-based work environment.
Ø Ability to communicate effectively with a targeted audience.
Ø Must be detail- and customer-oriented, with strong organizational skills.
Ø Ability to handle non-routine problems and situations.
Ø Requires minimal guidance or supervision. Ability to work independently, as well as cooperatively with others in a team or group.
Ø Proficient in multitasking and meeting deadlines while effectively managing and prioritizing multiple projects.
Ø Skilled in managing social media platforms like Facebook, LinkedIn, and YouTube, along with analyzing performance metrics.
This position may require some travel.
Completion of a pre-employment background check is required.
DOAS participates in a hybrid work environment and
telework is encouraged with some days in the office required.
MINIMUM ENTRY QUALIFICATIONS:
High school diploma/GED and five (5) years of experience communications or job-related experience;
OR one (1) year of experience required at the lower level Communications Spec 2 (GSP041).
PREFERRED QUALIFICATIONS: Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess one or more of the following items below. PLEASE CLEARLY INDICATE YOUR KNOWLEDGE OF THESE QUALIFICATIONS ON YOUR RESUME.
- Bachelor’s degree in Communications, Marketing, English or a related field from an accredited college or university.
- Knowledge of technical writing process and publication processes
- Experience in utilizing Adobe Create Suite (Photoshop, InDesign, Illustrator)
- Intermediate to Advanced Microsoft Office skills, including Outlook, Word, Excel and PowerPoint
- Three or more years of experience working in communications or a related field
