Office of Traffic Operations- Transportation Specialist 4- TRP053- PG N- Traffic Data Manager
Job Summary:
Under limited supervision, provides expert level professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. May also serve as a lead worker providing training to lower-level staff.
Primary Duties & Responsibilities:
Under general supervision, manages the collection, processing, and reporting of transportation related data including crash data, fatality data, systems inventory (road characteristics) and Geographical Positioning System data (mile-point) or traffic count data by coordinating with local government officials and software providers.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications.
Entry Qualifications:
- Bachelor’s degree in a related field and two (2) years of job-related; or an associate degree in a related field and three (3) years of job-related; or one (1) year of experience at position equivalent
Agency Specific Qualifications:
- Demonstrated professional level experience coordinating the installations, user assistance and documentation of software programs and database requirements
- Demonstrates knowledge of information systems, specifically in the data collection of database information
- Demonstrated experience in assuring the quality of data collected
- Demonstrates understanding of the basic principles of transportation data collection
- Demonstrated experience in project management
- Demonstrated ability in Microsoft Project, Word, Access, and PowerPoint
- Demonstrated experience assigning and monitoring work
- Demonstrated experience making sound decisions and leading a team
- Demonstrated ability to complete projects by using appropriate resources with little or no supervision
- Demonstrated ability to be flexible and apply new knowledge and skills to work to improve efficiency.
- Demonstrated ability to work and communicate with staff, managers, and other business contacts in a professional, cooperative manner
- Demonstrated ability to negotiate with others to find mutually acceptable solutions
- Strong problem-solving ability
- Strong written and oral communication skills
Agency Preferred Qualifications:
- Supervisory or project leadership experience in data collection, reporting, analysis, or research
- Possesses managerial experience or previous military, law enforcement, fire fighter or EMS experience at a rank higher than E5 or similar
- Demonstrated experience developing budgets for hardware, software, and overall program needs
- Familiarity with GIS software
- Demonstrated ability to query databases and create technical reports
- Demonstrated experience utilizing database technologies

Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
