Office of Construction - TRP052 - Transportation Specialist 3, Contract Payment Specialist - PG:M
STATE PROFILE SUMMARY: Under broad supervision, provides advanced level professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. May also serve as a lead worker providing training to lower-level staff.
JOB RESPONSIBILITIES:
· Under broad supervision, as assistant to sub-section supervisor, examine Pay documents for acceptability for contractor payments.
· Manages SiteManager/AASHTOWare Project System.
· Reviews subcontractor applications for compliance with DOT contracts, specifications and Federal Highway Administration procedures.
· Confers regularly with DOT field, District personnel, and contractors to interpret contracts, specifications, and administrative requirements and to resolve problems.
· Confers regularly with DOT field, District personnel to help closeout projects.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications
STATE ENTRY QUALIFICATIONS:
· Bachelor's degree in a related field and one (1) year of job-related experience OR
· An Associate degree in a related field from an accredited college or university and two (2) years of job-related experience OR
· One (1) year of experience at position equivalent
AGENCY SPECIFIC QUALIFICATIONS:
· Demonstrated ability to read, understand, and interpret DOT construction contracts, policies and business practices
· Demonstrated knowledge of governing descending order of contract documents; working knowledge of DOT construction pay items and payment procedures
· Understand, apply and interpret written material including but not limited to the standard specifications, construction plans and details, The Source, Field Construction Memo’s, and other policy manuals/documents
· Demonstrated ability to submit construction reports in CSI, review them in CSI prior to submitting for approval.
· Demonstrated competencies in mathematical computations.
· Demonstrated ability creating, updating and/or modifying documents in electronic format
· Ability to effectively deal with pressure and ambiguity; organizing and communicating ideas in words that are appropriate to listeners and situations.
· Displays a high standard of ethical conduct
· Displays a high level of initiative, effort and commitment toward completing assignments in a timely manner with minimal supervision.
· Ability to respond positively and adapt researching unsupported changes requested and conditions, and unexpected obstacles.
· Demonstrated ability to work closely and cooperatively with others to achieve shared goals; accept instructions and guidance from superiors, and seek guidance when appropriate
· Ability to work with people from varied backgrounds and situations showing respect and courtesy while providing quality service.
· Experience in Transport CAS and CSI
· Demonstrated competency in Access, Outlook, Word and Excel, and a working knowledge of project funding in relation to contract identification numbers and project earnings.
· Construction field experience.
· Experience with Transportation Enhancement projects (TEA) or Construction Mitigation Air Quality (CMAQ) projects.

Good Employment Standing:
In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
