Office of Traffic Operations- Mgr 1, Transport Specialist- TRM030- PG P- TMC Manager
STATE PROFILE SUMMARY: Manages one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. Serves as group leader to professionals providing professional support in one or more of the areas listed.
JOB RESPONSIBILITIES:
- Under limited supervision at the Transportation Management Center (TMC) in Atlanta; manages all activities of the statewide Navigator/511 Operations Center in the Office of Traffic Operations; including its main sections of Freeway Operations, Managed Lanes, and the TMC Facilities Management section.
- Coordinate closely with the Office of Information Technology (IT), Emergency Operations, the ITS Maintenance section, the Regional Traffic Operations Program (RTOP), and the HERO unit is required.
- Coordinate closely with the State Road and Toll Authority (SRTA) is required in the development and enhancement of software and procedures for the gated Access Control System on the reversible Express Lanes.
- Coordinate closely with other federal, state, and regional stakeholders and partners to devise solutions to improve safety and mobility along the interstate system and other regionally significant corridors.
- Coordinate with other traffic incident management stakeholders and partners, such as police, fire, emergency medical services, and towing and recovery, to devise solutions to improve safety and mobility along the interstate system and other regionally significant corridors.
- Serve as Consultant Liaison on the advancement of the Department’s Intelligent Transportation System (ITS) efforts.
- Guide the continuing development of the central Navigator software used by Operators at the TMC.
- Manage, review, and update programs and standard operational procedures for responding to daily and larger scale emergencies and natural disasters, such as snow/ice, floods, hurricanes, tornadoes, and general continuity of operations.
- Manage and train staff to ensure familiarity and compliance with advances in new technology, software, and standard operating procedures.
- Organize and participate in meetings, manage consultant contracts, process task orders, handle related tasks and other duties as assigned related to the Transportation Management Center operation.
- Utilize performance metrics to systemically evaluate and improve system performance.
- Track expenses, project balances, and software usage for 511 programs across the state to ensure fiscal responsibility and compliance with the budget limitations.
- Participate in the activities of the Time Task Force to include serving on the Board of Directors and on the TRIP Advisory Board.
- This position requires statewide travel and must be On-Call twenty-four hours a day to resolve any emergency issues that arise.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications.
STATE ENTRY QUALIFICATIONS:
Associate degree and experience in a lead worker, team leader, or supervisory role; or one (1) year at position equivalent.
AGENCY SPECIFIC QUALIFCATIONS:
- Bachelor's degree in civil engineering or civil engineering technology from an ABET accredited college or university.
- Foreign degrees require a completed Equivalency Evaluation by NCEES along with an official transcript when submitting an application.
- Three (3) years of experience in training, planning, directing, and evaluating the work of staff and appropriately managing a diverse workforce managing tasks and workload.
- Three (3) years of experience working with and managing consultants.
- Four (4) years of experience in applying transportation engineering principles, standards, laws, and/or regulations as part of the preconstruction, construction, or operation of transportation projects.
- Four (4) years of experience evaluating technical specifications, standards, special provisions, construction details material related to civil engineering.
- Demonstrated experience in a lead worker or supervisory role.
- Ability to adapt quickly to new information, changing conditions, or unexpected obstacles.
- Ability to recognize and recommend opportunities to help the Department accomplish its mission.

AGENCY PREFERRED QUALIFICATIONS:
- Georgia PE license required or the ability to get one within six months of hire date.
- Four (4) years of experience working in a Traffic Management Center at a State or local level.
- Four (4) years of experience evaluating technical specifications, standards, special provisions, construction details material related to ITS or traffic signals.
- Four (4) years of experience with the design, operation, or maintenance of an Intelligent Transportation System.
- Four (4) years of experience in Intelligent Transportation Systems (ITS) and basic incident management, including, at a minimum, the use of CCTV systems, ramp metering, electronic message signs, vehicle detection systems, dispatching systems, fiber-optic communications, and traveler information systems.
- Experience with preparing, justifying, and administering a budget for a program or section
- Knowledge of the Department of Transportation and its operations, particularly in the area of Traffic Operations.
- Knowledge of traffic operations policies, manuals, and software, including MUTCD and Georgia Code.
- Ability to effectively negotiate to find mutually acceptable solutions; to anticipate and meet the needs of customers/employees.
- Strong management skills and the ability to manage a medium to large work unit.
- Ability to present an idea or project in a public meeting format.
