State Summary: Under minimal supervision, provides senior expert professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. May supervise subordinates or serve as a lead worker providing training to lower level staff.
Job Specific Duties: Under limited supervision, create project schedules utilizing Primavera P6 EPPM in accordance with the Departments approved structure (Templates, EPS, WBS and project activities). Serve as an expert project scheduler with the ability to effectively communicate, understand and establish project baseline schedules, track and monitor project progress, critical path and other tools to increase communication between project managers, subject matter experts, offices and all customers to increase the overall delivery of programs. Monitor the status of projects to ensure that both project milestones and scheduled activities are met utilizing P6 Analytics. Assist State Scheduling Engineer with the development of transportation project schedules and proactively mitigates and resolves schedule related problems or issues. Prepare initial baseline schedules, PTIP schedules; revise schedules based upon approved PCRF’s. Attend Let Status Meetings, District Meetings and Schedule Review Meetings. Prepare and direct the preparation of project schedules and computer-generated reports for upper management. Review and monitor statewide activities and development of the State Transportation Improvement Program to insure schedule dates are realistic. Perform other assigned duties as required. This position requires a detailed knowledge of the Plan Development Process and working with the Plan Development Committee to analyzing and reviewing proposed changes while assessing their impact to baseline schedule logic and durations. Assist in maintaining county maps displaying current project information in hard copy and through use of Geographic Information System (GIS) software. Design an accurate, logically formatted map layout for each new GRIP map and special use map. Assist with the distribution of concept reports to appropriate offices and Board members.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include the State Entry Qualifications as well as Agency Specific Qualifications.
STATE ENTRY QUALIFCATIONS:
· Bachelor's degree in a related field AND three years of related experience OR
· An Associate degree in a related field and four years of related experience
· One year of experience at position equivalent.
AGENCY SPECIFIC QUALIFCATIONS:
· Two years of experience at the lower level (ETP042 - Civil Engineering; Design; Construction Advanced/Lead Level).
· Demonstrated experience applying transportation engineering or planning principles, policies or practices at a professional level as part of the planning, preconstruction, construction or operation of transportation projects.
· Possesses advanced knowledge of Construction Work Program and project scheduling priorities/guidelines related to the preconstruction phases of a project.
· Demonstrated experience training, directing, motivating, and evaluating the work of staff and effectively plan work goals and objectives.
· Demonstrated experience utilizing TPro, TRAQS, Oracle Discoverer, SQL, ArcView, MS Access, Excel, Word, Microsoft Project and PowerPoint.
· Demonstrated ability to interpret project schedules and how they relate to the plan development process. Some Statewide travel is required.
· Demonstrated experience negotiating with others to find mutually acceptable solutions. Demonstrated experience reading, interpreting and communicating technical information, guidelines and policies related to the job.
· Demonstrated experience locating and recognizing pertinent information on maps and bar graphs.
PREFERRED QUALIFICATIONS:
· Knowledge of CPM Scheduling Software and techniques.
· Possesses extensive knowledge of and demonstrated experience in preconstruction project activities, policies and regulations.
· Possesses advanced level knowledge of the plan development process and how project schedules relate.
· Demonstrated ability to work in a team environment and willingness to assume additional or new responsibilities readily.
· Demonstrated ability to recognize and recommend opportunities to help the department accomplish its mission.
· Demonstrates strong knowledge of the organizational structure and functions of the department and basic departmental policies and rules.
· Demonstrates excellent oral and written communication skills.
