STATE PROFILE SUMMARY: Manages the transportation planning activities of an organization, division or agency. Serves as a group leader to professionals providing professional support.
JOB RESPONSIBILITIES:
- Under limited supervision in the Metro Planning Unit, serves as the Branch Chief of a major organizational branch engaged in Metropolitan and other Transportation Planning activities in alignment with core planning responsibilities and the Statewide Strategic Transportation Plan/Statewide Transportation Plan (SSTP/SWTP).
- Supervises various planners engaged in the oversight, coordination, development and support of Metropolitan Planning Organization’s (MPOs) regional transportation planning processes and transportation planning and decision-making process. Also supervises planners engaged in, and reviews work related to, planning studies, analysis and other similar activities.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications.
STATE ENTRY QUALIFICATIONS
- Associate degree from an accredited college or university AND Four (4) years of job-related experience, which includes one (1) year in a lead worker, team leader, or supervisory role
- OR One (1) year of experience at the lower-level (TRP063) or position equivalent.
- Note: An equivalent combination of knowledge, education, job or intern experience, training or certifications that provides the necessary knowledge and skills to successfully Related professional experience may substitute for the minimum educational requirement on a year‐for‐year basis.
AGENCY SPECIFIC QUALIFICATIONS:
- Bachelor's degree from an accredited college or university AND Four years of related experience.
- Experience in the planning and analysis of highway transportation systems
- Experience in the implementation of strategic planning and analysis
- Demonstrated experience in performing and managing strategic initiatives.
- Possess effective leadership skills, with the ability to motivate and guide others toward accomplishment of office/department goals.
- Experience in providing effective instruction/training to staff (either direct reports, consultants, or other governmental entities, such as MPOs).
- Maintains a high standard of ethical conduct.
- Experience to effectively negotiate to find mutually acceptable solutions.
- Experience to make sound and well-informed decisions.
- Experience to identify, analyze and provide effective solutions for problems.
- Experience to adapt quickly to new information, changing conditions, or unexpected obstacles.

- Intermediate skill level in Microsoft Office.

AGENCY PREFERRED QUALIFICATIONS:
- Experience with transportation planning, including evaluating the need for transportation improvements.
- Possess strong supervisory skills.
- Ability to effectively plan, distribute and evaluate the work of staff.
- Experience with managing contracts and distributing tasks based on scope.
- Experience with overseeing and managing studies.
- Knowledge of the role of transportation planning with Metropolitan Planning Organizations.
- Knowledge of the federal and state laws and regulations governing required activities and documents related to metropolitan planning, Transportation Improvement Programs (TIPs), Metropolitan transportation Plans (MTPs) and other related topics.
- Experience working with local governments and/or other interested parties in developing solutions for transportation problems/challenges.
- Intermediate skill level in Excel
- Knowledge of the transportation planning process’ role in developing transportation projects and subsequent planning roles in project development
- Experience managing or directing coworkers/team members to develop a recommended course of action in proposing a transportation solution.
- Knowledge of GDOT’s organizational structure, policies, and systems and how to operate effectively within them.

Good Employment Standing:
In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
