JOB SUMMARY: Under limited supervision, provides expert level professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. May also serve as a lead worker providing training to lower-level staff.
POSITION SPEFCIFIC DUTIES: Under limited supervision in the Division of Intermodal – Rail & State Safety Oversight Program, the Rail Development Specialist performs work of moderate to considerable difficulty in the development of rail capital program of projects. The Rail Development Specialist serves as the Department's multimodal engineer and a central point of contact for public and private sector railroad fixed capital improvements. The Rail Development Specialist serves as the subject matter expert for the rail program including, but not limited to, project scope development, rail project planning, project design, and project construction management. The Rail Development Specialist reviews projects and coordinates with the designer to ensure compatibility with Department owned railroads and rail corridors. The Rail Development Specialist reviews and analyzes right of way encroachments and is responsible for railroad and non-vehicle public transportation facility concept planning, operational analysis, preliminary design, environmental assessment, final design, cost estimates, contract documents, and construction inspection. The Rail Development Specialist assists in the project and scope formulation, consultant selection, and project management for consultant contracts for service. The Rail Development Specialist reports to the Rail Program Manager.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications
STATE ENTRY QUALIFICATIONS:
- Bachelor's degree in a related field AND TWO (2) years of job-related experience
- OR an Associate's degree in a related field AND Three (3) years of job-related experience
- OR One (1) year of experience at position equivalent.
AGENCY SPECIFIC QUALFICATIONS:
- 3 years of experience interpreting technical manuals and applying federal and state regulations as they relate to transportation projects
- 3 years of experience developing, procuring or implementing contracts for transportation-related projects and services
- 3 years of experience managing rail, transit, or other transportation related construction projects, including project inspection
- 3 years of experience developing and preparing project scopes, project estimates, specifications, and plans.
- 3 years of experience using applications such as spread sheets, databases and engineering tools to analyze, develop and communicate information efficiently and accurately
- 3 years’ experience providing internal or external customer service in the performance of job duties and responsibilities

- Demonstrated experience to gather and evaluate information, and identify, analyze and solve problems associated with design, construction, and maintenance projects. Possesses the physical mobility necessary to maneuver over irregular terrain to conduct project inspections and has eye/hand coordination to manipulate required instruments.

AGECNY PREFERRED QUALIFICAITONS:
· Completion of a bachelor’s degree in Civil Engineering, Planning, Public Administration, Business, Logistics, or other related field
· Master’s degree in a related field
· Registered Professional Engineer in the State of Georgia or as an Engineer-in-Training
· 5 years’ experience designing and/or supervising construction and management of railroad or transit facilities
· 5 years’ experience developing project budgets and schedules and reviewing and approving project expenditures
· Extensive knowledge of railroad operations
· 5 years’ experience expressing technical data to individuals and groups effectively
· 5 years’ experience negotiating with project participants and stakeholders to find mutually acceptable solutions

Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
