The Georgia Technology Authority (GTA) currently manages the delivery of IT infrastructure services to 89 Executive Branch agencies and managed network services to more than 1,200 state and local government entities. IT infrastructure services encompass mainframes, servers, service desk, end user computing, disaster recovery and security. Managed network services include the state’s wide and local area networks, voice, cable and wiring, and conferencing services.

JOB SUMMARY:
The HR Generalist is responsible for supporting and executing day-to-day HR Operations functions to include but not limited to recruitment, performance management, employee relations, compliance & policy administration, employee engagement, assisting with classification, reporting and other human resource functions. The HR Generalist also serves as a liaison for employee benefits, manages leave requests, and supports payroll processing. This role plays an important part in promoting a positive work environment and helping the workforce grow and develop. The HR Generalist will work closely with the HR leadership team to ensure smooth HR operations.
Responsibilities –
Compensation & Classification:
- Assist in reviewing job descriptions and classifications to ensure alignment with business needs.
- Support compensation-related tasks by assisting with salary benchmarking, job role classification, and ensuring internal equity across the organization.
Talent Acquisition & On/Offboarding:
- Participate in job fairs or recruitment events.
- Serves as an Advanced Recruiter and manages the recruitment efforts by posting career opportunities, sourcing candidates, conducting interviews, and managing the hiring process.
- Collaborate with hiring managers to ensure a seamless transition for new employees into their roles.
· Lead or participate in interviews to assess candidates' technical skills, cultural fit, and overall suitability for the role and the company.
· Develop structured interview questions to ensure consistency and fairness in the selection process.
· Responsible for all pre-employment, onboarding and offboarding activities; Process onboarding/pre-employment/offboarding process ensuring all necessary documentation is completed accurately and in a timely manner (e.g., I9 verification, E-Verify, HR action forms).
· Responsible for all pre-employment, onboarding and offboarding activities.
HR Metrics & Reporting:
· Record and gather HR data, including turnover rates, retention, and employee satisfaction metrics.
· Provide insights and recommendations to improve HR programs and processes based on data analysis.
Benefits & Leave Administration:
· Serve as liaison for employee benefits programs, including health insurance (SHBP/FLEX), retirement plans (ERS), and other employee programs.
· Coordinates Open Enrollment.
· Manage leave requests and leave programs ensuring compliance.
- Serves as a Time and Labor central administrator by enrolling time reporters, updating schedules, approving/modifying/auditing time entries, as needed.
· Coordinates, reviews, and makes determinations on requests for leave under FMLA.
· Processes requests related to Workers’ Compensation and works with the employee and supervisor to ensure all items have been submitted to the State Board.
Payroll Administration:
- Assist and reconciles the HR payroll log and processes personnel transactions in TeamWorks HCM, which will include hire, transfer in/out, promotion, separation, retirement, salary supplements, salary increase/decrease, and position actions.
· Serve as back-up to HR Coordinator for HR Payroll Actions Log/payroll transactions and ensure accuracy of all entries.
Performance Management:
· Partner with Human Resources Manager/Director to ensure effectiveness in performance planning and aligning employee performance to outlined expectations.
· Support the performance management process by assisting managers with performance reviews, feedback delivery, and goal setting.
· Provide guidance to leadership on addressing performance-related concerns and coaching employees for improvement.
Employee Relations & Engagement:
· Serve as an initial intake of employee relations matters and addressing HR-related inquiries and concerns.
· Support managers and employees in resolving workplace conflicts and employee relations issues.
· Assist in the implementation of employee engagement initiatives to improve morale, retention, and productivity.
Compliance & Policy Administration:
- Ensure adherence to all federal, state, and local labor laws and GTA’s policies.
- Assist in implementing and enforcing HR policies and procedures.
- Performs periodic audits of HR related items including files and records to ensure compliance based on Federal and State regulations.
General HR Support:
· Provide day-to-day support for HR-related activities, including employee inquiries, documentation, and other administrative tasks.
· Monitors the record management function including maintenance, retention, transfer, and disposition of personnel records and files
· Assist with the management and execution of HR programs as needed.
- Assist with distribution coordination and creation of HR/Facilities mail/e-mail inbox correspondence.
· Documents human resources actions by completing forms, reports, logs, and records.
Performs all other duties as assigned.
Core Competencies:
· Strong organizational and time-management skills with the ability to prioritize and manage multiple tasks simultaneously.
· Proficient in HRIS, payroll systems (HCM/GA@Work), and onboarding platforms (NEOGOV).
· Attention to detail with excellent communication and interpersonal skills, with the ability to interact effectively at all levels of the organization.
· Knowledge of HR policies, procedures, and compliance regulations.
· High level of discretion and confidentiality when handling sensitive employee information.
· Proficiency in Microsoft Office Suite (Word, Excel, Outlook).
AGENCY SPECIFIC QUALIFICATIONS:
Minimum Qualifications:
Nine (9) years of professional-level, hands-on experience in human resources with the ability to manage a high volume of work, effectively pivot between tasks, and prioritize multiple competing deadlines in a fast-paced office environment.

Completion of a bachelor’s degree in human resources or a related field and five (5) years of professional level experience in human resources with the ability to manage a high volume of work, effectively pivot between tasks, and prioritize multiple competing deadlines in a fast-paced office environment.
Preferred Qualifications
(Preference will be given to candidates who demonstrate some or all of the following skills/experience):
· Four (4) years of direct related experience within Human Resources with a State of Georgia agency processing transactions in TeamWorks HCM, experience using the Team Georgia Careers (Taleo) applicant tracking system to post and screen requisitions, experience with FMLA and Worker’s Compensation and providing guidance on Employee/Manager relation concerns.
· HR Certifications (e.g., SHRM-CP, PHR, PSHRA-CP)
· Experience in information Technology/Technical recruitment, benefits administration, payroll processing, and HR compliance.
· Proficient with State Government enterprise systems (HCM, TGM, GA@Work) and Microsoft Office.
· Ability to multitask in a high demand office.
· Ability to maintain confidentiality.
· Excellent communication, interpersonal, critical thinking and organizational skills.
· Experience giving presentations to diverse audiences.
· Experience working in Adobe Creative Suites, Canva, MS Viso.
· Strong understanding of HR principles, employment law, and best practices.

Worker Type: Hybrid – (in-office: 2-3 days per week)
Target Hiring Salary Range: *$58,100 - $74,200
*Current Georgia state government employees will be subject to SPB rule provisions.
