GENERAL DESCRIPTION:
COME JOIN THE TEAM! The Georgia Department of Administrative Services (DOAS) is excited to accept applications for the position of Human Resources Specialist 3 – in the Office of Human Resources. The selected applicant will have direct experience across multiple HR functions, including employee relations, performance management, training and development, compensation, benefits administration, and compliance. This is a self-starter role requiring the ability to facilitate HR programs with minimal supervision.
The ideal applicant will have:
- Strong communication skills, both verbal and written, to interact effectively with all organizational levels.
- Proven experience in performance management systems and employee development programs.
- Experience in administering compensation and benefits programs.
- Familiarity with labor laws and regulations applicable to the public sector.
- Proficiency in HRIS systems, preferably PeopleSoft HCM and Workday.
- A background in Georgia state government HR practices is a plus.
Position responsibilities include but are not limited to the following:
- Employee relations, providing guidance and support to managers and staff on HR policies and procedures.
- Assisting with performance management processes, including goal setting, evaluations, and feedback.
- Participating in development and implementation training programs to enhance employee skills and knowledge.
- Administer compensation and benefits programs, ensuring alignment with organizational goals and compliance with regulations.
- Analyze and report on HR metrics, including turnover rates and employee satisfaction.
- Maintain accurate records of HR activities and compliance documentation.
- Backup for New Hire Orientation and managing the onboarding process to ensure smooth integration of new employees.
- Advise management on employee relations issues, performance management, and policy interpretation.
- Facilitating training, when necessary, to educate employees on performance management, open enrollment benefits changes, completing tasks in an HRIS system, etc.
This position may require occasional travel.
Completion of a pre-employment background check is required.

MINIMUM ENTRY QUALIFICATIONS:
High School diploma/GED and three (3) years of job-related experience in human resources; or one (1) year of experience required at the lower-level HR Spec 2 (HRP021) or position equivalent.
Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year basis.
PREFERRED QUALIFICATIONS: Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess one or more of the following items below. PLEASE CLEARLY INDICATE YOUR KNOWLEDGE OF THESE QUALIFICATIONS ON YOUR RESUME.
- Four or more years of professional experience in a Human Resources program related to talent acquisition/talent management
- Experience in practical interpretation and application of laws, rules or policies
- Experience working in Human Resources at a state agency, entity, board or authority
- PeopleSoft HCM experience/Workday experience
- State government HR experience
- PHR, SPHR, SHRM-CP, SHRM-SCP Certification
- Intermediate proficiency in Word, PowerPoint, and Excel
