GENERAL DESCRIPTION

The Georgia Department of Community Affairs (DCA) is a state organization dedicated to partnering with communities to help create a climate of success for Georgia's families and businesses. This role will direct report to the Division Director within the Housing Finance Development Division.  The role serves as a liaison across all Office Directors to ensure streamlined public messaging and content.

SUMMARY OF THE POSITION

This position will provide comprehensive communications support to the Division Director and the Housing Finance and Development staff. The Communications Strategist for Housing Finance (CSHF) will initiate and maintain cross-division communication oversight, determining key messaging for the Agency’s Affordable Housing Development partners.   The role is required to improve upon general knowledge on housing finance development and policy. This role will complete core marketing tasks for the Division Director’s Office, such as professionally communicating with internal and external stakeholders, offsite event coordination, and preparing speaking points for leadership. The candidate selected for this position will serve as a Georgia Initiative for Community Housing (GIHC) liaison and will oversee execution of Zen Desk phone response system. Rotating tasks for this role include managing and executing deck content, drafting marketing material, oversight of strategic messaging, and management of external content on the website and otherwise.

MINIMUM ELIGIBILITY REQUIREMENTS

  • Knowledge of the Federal Low-Income Housing Tax Credit, HOME Program, and other Federal and State funded programs preferred
  • Ability to develop business strategies and plans that reflect the mission of DCA and the vision for the Division
  • Ability to effectively collaborate with Office Directors and staff in a way that builds rapport, support of the vision, and fosters trust
  • Demonstrable knowledge and skills with Microsoft office suite and Adobe Pro
  • Manage and prioritize competing interests
  • Self-managed and autonomous work style requiring little day-to-day oversight
  • Report and provide feedback on communication engagement across teams and with external partners
  • Respond to inquiries, phone calls, correspondence, and email in a timely and responsive manner
  • Interface effectively and professionally with department staff, external partners, and Agency representatives.
  • Review and comprehend technical documents such as federal housing regulations and associated policies and procedures.

Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.

PREFERRED KNOWLEDGE AND SKILLS

  • Demonstrable oral and written communication skills
  • Have existing knowledge or business relationships with key industry stakeholders
  • Ability and willingness to represent the Office, Division and Agency at conferences, grand openings, and other public events
  • Liaise with other internal business groups in pursuit of cross-department info sharing and development
  • Ability to develop, review, and analyze formal written presentations relating to a variety of complex issues
  • Ability to respond appropriately in challenging situations and serve as a resource to team members and internal/external stakeholders
  • Ability to develop policies and procedures that result in operating efficiencies and minimize risk

WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)

This position is a hybrid role (in-office and telework schedule determined upon hiring). This position is full-time (40 hours per week) and may require occasional overtime. Local and Out of State periodic travel may be required. Outside of approved travel, remote work must be performed in the State of Georgia and employee must be available to work at the Atlanta Office when required/requested for mandatory training and meetings.

PHYSICAL / SENSORY REQUIREMENTS:

Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operate a computer and other office equipment.

Must be able to remain in a stationary position 50% of the time.

Must be able to perform office-related duties.

Must be able to operate office equipment.

Must be able to establish and maintain effective working relationships with employees, tenants, and community agencies and other entities that provide services.

Must be able to perform essential job functions, with or without reasonable accommodation.

Must be able to perform essential job functions in an environment that will sometimes include increased levels of work-related stress.

Must maintain punctuality and attendance as scheduled.

Associate degree in marketing or a related field from an accredited college or university and three (3) years of job-related experience; or one (1) year of experience required at the lower level Marketing Spec 2 (GSP071) or position equivalent.
