General Description

The Georgia Department of Community Affairs (DCA) is a state organization dedicated to partnering with communities to help create a climate of success for Georgia's families and businesses. Summary

This position will support strategic efforts to increase capacity for the homeless services system at the project, local, regional, and CoC-wide levels across 152 counties.  The position will support Balance of State stakeholders and CoC funded projects through training, technical assistance, and ongoing engagement.  Specific responsibilities for the CoC Program Liaison role include coordination with community stakeholders, tracking CoC membership engagement and participation in CoC meetings, overseeing technical assistance and training activities for the CoC, and serving as a liaison to regional bodies. The CoC Program Liaison will work with projects funded through Emergency Solutions Grants (ESG), Supportive Services for Veteran Families (SSVF), Runaway and Homeless Youth (RHY), and other programs to ensure efficient and appropriate integration into the Balance of State Homeless response system.

 

Job Responsibilities

 

  • Support the CoC Performance Coordinator by assisting with the development and implementation of the annual training calendar
  • Provide implementation support to new projects when awarded and ongoing support to existing projects to address any monitoring findings or concerns.
  • Perform onsite and virtual desk reviews of currently funded CoC projects and summarize those reviews for project staff. Deliver on-site technical assistance to support capacity building efforts for nonprofit organizations and local governments throughout the CoC to enhance their ability to reduce homelessness effectively and efficiently in their communities.
  • Identify training needs for providers and collaborate with the CoC Performance Coordinator to develop training and TA materials and deliver comprehensive training
  • Develop relationships with homeless services providers, stakeholders, and community partners to ensure adequate capacity is built in various areas of service delivery.
  • Utilize technical assistance tools and resources that help homeless services providers build capacity to operate successful projects.
  • Collaborating with Emergency Solutions Grants (ESG) entitlements, consolidated planning jurisdictions, local planning groups/coalitions, and homeless services providers.
  • Maintain up-to-date knowledge of industry’s best practices and Housing and Urban Development (HUD) requirements.
  • Other duties as required in support of overall CoC goals

 

 

Minimum Eligibility Requirements

  • Bachelor’s degree AND at least two years of experience with homeless services programs.
  • Must be able to competently use the Microsoft Office Suite (Excel, Outlook, Word, PowerPoint).

 

Preferred Qualifications

Preference will be given to applicants who in addition to meeting the agency specific minimum qualifications possess at least one of the following:

  • Professional experience related to training (in person and online) and public speaking
  • Professional experience related to curriculum development and writing
  • Experience working directly with HUD CoC and/or ESG funding
  • Expert knowledge of proven best practices and emerging solutions related to homelessness.
  • Knowledge of coordinated entry for homeless services, as defined by HUD
  • Knowledge of Homeless Management Information Systems and associated program reports
  • Experience with data entry and/or reporting using the ClientTrack Homeless Management Information System
  • Experience with strategies associated with the federal plan to end homelessness
  • Experience supervising individual contributors to a multi-site project

 

Knowledge, Skills & Abilities

  • Knowledge of homelessness and homeless services programs
  • Experience providing training and/or technical assistance
  • Excellent organizational, analytical, written, and oral communication skills
  • Excellent people skills, specifically capacity for collaboration and interpersonal relationships
  • Critical thinking, with a high level of initiation, motivation, and enthusiasm
  • Ability to manage multiple projects and timelines
  • Advanced communication skills, and the ability to communicate with all levels of management, staff, leadership, and external stakeholders
  • Demonstrated ability to work with diverse community and organizational groups

 

Working Conditions (travel, hours, environment)

  • This position is exempt, knowing it may include hours which exceed eight hours in a day or forty hours in a week
  • Regular travel required including air and car travel
  • While performing the duties of this job, the employee will work primarily in a climate-controlled environment with minimal safety/health hazard potential

 

Physical/Sensory Requirements

Sedentary Work – Ability to exert 10 - 20 pounds of force occasionally, and/or negligible amount of force frequently to lift, carry, push, pull or otherwise move objects.  Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time.

High school diploma/GED and one (1) year of job-related experience or completion of an apprenticeship/internship that sufficiently supplied experience to understand the basic principles relevant to the major duties of the position or any other combination of education and professional experience that provides the requisite knowledge, skills and abilities to successfully perform the job.
