GENERAL DESCRIPTION

The Georgia Department of Community Affairs (DCA) is a state organization dedicated to partnering with communities to help create a climate of success for Georgia's families and businesses. SUMMARY

The Performance Coordinator is responsible for monitoring, analyzing, and improving Continuum of Care (CoC) performance based on metrics established by the U.S. Interagency Council on Homelessness (USICH), U.S. Department of Housing and Urban Development (HUD), and the CoC. This position will assume overall leadership for strategic efforts to increase performance and capacity for the homeless services system at the project, local, regional, and CoC-wide levels across 152 counties. The position will support Balance of State stakeholders and CoC funded projects through training, technical assistance, and ongoing engagement. The Performance Coordinator will work with projects funded through Emergency Solutions Grants (ESG), Supportive Services for Veteran Families (SSVF), Runaway and Homeless Youth (RHY), and other programs to ensure efficient and appropriate integration into the Balance of State Homeless response system.

 

JOB RESPONSIBILITIES

  • Serve as point person for all CoC focused Training, establish and implement annual training calendar
  • Develop implement and maintain performance targets of the CoC based on System Performance Measures defined by HUD
  • Track performance of CoC projects through individualized (project-level) and system level analysis and technical assistance
  • Establish, update, and maintain a system-wide CoC Performance Plan
  • Implement a performance monitoring process for funded agencies to ensure optimal performance and compliance with key HUD regulations
  • Perform periodic needs analysis for program related technical assistance and training; and facilitate delivery of such training either directly or through third party contractors
  • Develop resources to support capacity building efforts for nonprofit organizations and local governments throughout the CoC to enhance their ability to effectively and efficiently reduce homelessness in their communities
  • Develop relationships with homeless services providers, stakeholders, and community partners to ensure adequate capacity is built in various areas of service delivery
  • Collaborate with the CoC Program Team Lead to develop technical assistance tools and resources that help homeless services providers build capacity to operate successful projects
  • Use data driven analysis to identify areas for system-wide performance improvement, create strategic plans to address those needs, and track plan progress
  • Collaborate with Emergency Solutions Grants (ESG) entitlements, consolidated planning jurisdictions, homeless services providers, and other applicable stakeholders to analyze and improve performance of homeless services projects
  • Other duties as required in support of overall CoC goals

MINIMUM ELIGIBILITY REQUIREMENTS

  • Bachelor’s degree AND at least two years of experience with homeless services programs.
  • Must be able to competently use the Microsoft Office Suite (Excel, Outlook, Word, PowerPoint).

PREFERRED QUALIFICATIONS

Preference will be given to applicants who in addition to meeting the agency specific minimum qualifications possess at least one of the following:

  • Experience working directly with HUD CoC and/or ESG funding
  • Knowledge of coordinated entry for homeless services, as defined by HUD
  • Knowledge of Homeless Management Information Systems and associated program reports
  • Experience with data entry and/or reporting using the ClientTrack Homeless Management Information System
  • Experience with strategies associated with the federal plan to end homelessness
  • Experience with the AmeriCorps VISTA program
  • Experience supervising individual contributors to a multi-site project.

KNOWLEDGE, SKILLS & ABILITIES

  • Knowledge of all pertinent Federal and State regulations
  • Knowledge of the USICH strategic plan to end homelessness
  • Knowledge of homelessness and homeless services programs
  • Knowledge of System Performance Measures as defined by HUD
  • Experience providing training and/or technical assistance
  • Ability to formulate and implement strategic plans
  • Excellent organizational, analytical, written, and oral communication skills
  • Excellent people skills, specifically capacity for collaboration and interpersonal relationships
  • Critical thinking, with a high level of initiation, motivation, and enthusiasm
  • Ability to manage multiple projects and timelines
  • Advanced communication skills, and the ability to communicate with all levels of management, staff, leadership, and external stakeholders
  • Demonstrated ability to work with diverse community and organizational groups

WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)

  • This position is currently designated as a hybrid (part in-office and part remote/telework) position. Remote work is limited to the State of Georgia and employee should be available to travel to the Atlanta Office when requested/required and for periodic training and mandatory meetings.
  • This position is exempt, knowing it may include hours which exceed eight hours in a day or forty hours a week
  • Regular travel required including air and car travel
  • While performing the duties of this job, the employee will work primarily in a climate-controlled environment with minimal safety/health hazard potential

     

     

PHYSICAL/SENSORY REQUIREMENTS

Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operate a computer and other office equipment.

Must be able to remain in a stationary position 50% of the time.

Must be able to perform office-related duties.

Must be able to operate office equipment.

Must be able to establish and maintain effective working relationships with employees, tenants, and community agencies and other entities that provide services.

Must be able to perform essential job functions, with or without reasonable accommodation.

Must be able to perform essential job functions in an environment that will sometimes include increased levels of work-related stress.

Must maintain punctuality and attendance as scheduled.
