Job Summary
Under general supervision, the Operations Manager oversees HR, financial, and administrative operations at Metro RYDC. This role ensures compliance with state policies, provides leadership to support staff, and partners with internal divisions, vendors, and agencies to maintain efficient business functions. The Operations Manager identifies discrepancies, monitors financial and personnel processes, and recommends improvements to enhance organizational effectiveness.
Primary Duties & Responsibilities
Personnel & HR
- Supervise and guide HR staff.
- Assist with onboarding, promotions, demotions, and reallocations.
- Ensure criminal background checks are processed and submitted on time.
- Oversee new hire orientations.
- Ensure staff are entered in POST Gateway within 5 business days.
- Audit personnel files for required forms and audit readiness.
Financial Management
- Manage Accounts Payable using PeopleSoft.
- Process invoices for payment and verify authorization signatures.
- Respond to vendor and internal manager inquiries.
- Research and resolve financial issues for clients and vendors.
- Maintain and update the Bank Signature Card.
- Inspect paid/unpaid invoices, cleared payments, and voided checks for accuracy.
- Develop and maintain filing systems for financial records.
- Monitor and audit financial reports, track expenses, analyze accounts, and prepare monthly reports.
Inventory & Fleet
- Ensure state and local inventory processes are completed.
- Oversee fleet management operations.
- Work with vendors to obtain documentation and confirm authorizations.
Entry Qualifications
Associate degree in business or related field from an accredited college or university and two (2) years of experience related to area of assignment; or one (1) year of experience required at the lower level Busi Support Analyst 1 (GSP130).
Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
Preferred Qualifications
- Bachelor’s degree in business administration, Public Administration, Human Resources, Finance, or a related field.
- Experience with state government operations, particularly within the Georgia Department of Juvenile Justice or other criminal justice agencies.
- Prior supervisory experience in HR, financial, or administrative operations.
- Proficiency with PeopleSoft Financials, TeamWorks, or other State of Georgia financial systems.
- Knowledge of state purchasing, accounts payable, and inventory management practices.
- Ability to interpret and apply State of Georgia policies, procedures, and regulations.
- Excellent organizational, problem-solving, and analytical skills.
- Strong written and verbal communication abilities.
- Ability to build positive working relationships with internal and external stakeholders.
