Job Description

The Program Manager – Promise Scholarship Program is responsible for overseeing the strategic planning, implementation, and daily operations of the Promise Scholarship Program. This role ensures efficient program execution through the development of standard operating procedures (SOPs), project management, financial oversight, and continuous improvement. The Program Manager maintains the program with measurable outcomes, collaboration with internal teams, stakeholders, and external partners.


Key Responsibilities:

Program Operations & Management

  • Develop, implement, and maintain standard operating procedures (SOPs) to ensure consistency, efficiency, and compliance.
  • Ability to interpret regulations.
  • Strong organizational skills with attention to detail.
  • Manage all phases of the programs cycles from initiation to closure, including setting milestones, deadlines, and performance benchmarks.
  • Lead cross-functional collaboration with departments to ensure alignment of program goals and activities.

Financial Oversight

  • Prepare, manage, and monitor program budgets to ensure responsible allocation and expenditure of funds.
  • Maintain accurate financial records and oversee cash flow related to scholarships, disbursements, and operational costs.
  • Prepare financial reports and forecasts for leadership and funding partners.

Project Monitoring & Quality Assurance

  • Monitor program progress against established goals, timelines, and deliverables.
  • Identify and proactively resolve program risks, issues, or roadblocks.
  • Use data and analytics to track outcomes and drive continuous improvement.

Stakeholder Engagement

  • Build and maintain strong relationships with internal and external stakeholders.
  • Ensure stakeholder knowledge through clear communication, timely updates, and responsive support.

Qualifications:

Required

  • High school diploma/GED and eight (8) years of professional level experience OR an equivalent combination of knowledge, education, job experience or training that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year over year.
  • Established experience in budget management and financial reporting.
  • Excellent organizational, communication, and interpersonal skills.
  • Aptitude in project management tools and Microsoft Office Suite.

Preferred

  • Bachelor’s degree in education, Public Administration, Project Management, or a related field or master’s degree in a related field.
  • 3–5 years of experience in program or project management, preferably in education or nonprofit sectors.
  • PMP (Project Management Professional) or similar certification.
  • Experience managing scholarship programs or educational funding initiatives.
