General Description
The Georgia Department of Community Affairs (DCA) is a state organization dedicated to partnering with communities to help create a climate of success for Georgia's families and businesses. The Office of Housing Finance (OHF) allocates tax credits to fund a wide range of affordable housing activities including building, buying, and/or rehabilitating affordable housing for rent.
Overview of Job:
The Allocation Manager will primarily be responsible for managing the administration of the annual competitive application funding cycles for the 4% and 9% Housing Tax Credit (LIHTC) programs. The Allocation Team coordinates with senior management and other Housing Finance and Development Division (HFDD) staff reviewing 140+ applications for funding annually across over 50 sets of criteria (sections), as defined in the Qualified Allocation Plan (QAP). The Allocation Manager will manage, work with, and delegate to, a team of Allocation Analysts and a Relocation Specialist to facilitate the timely review of applications for funding, ensure quality control, process applicant correspondence, and conduct funding cycle analysis to inform planning and process improvements.
The Allocation Manager’s primary focus is planning and oversight of the review process to ensure the integrity of review and adherence to timelines, and management of a large team of analysts.
Overview of Allocation Team responsibilities:
Funding cycle administration:
- Develop timelines and prepare materials for each funding round
- Assign QAP sections to review teams and identify review team leads, including both Allocation Team staff and other Housing Finance and Development Division (HFDD) staff
- Coordinate with review team leads to ensure adequate progress to maintain timelines
- Conduct application intake and applicant correspondence
- Maintain DCA staff application review manual
- Application review:
- Allocation Analysts are responsible for leading a team of DCA staff reviewing applications across assigned QAP sections:
- Assign application reviews to team members and conduct regular review team meetings to discuss application questions and concerns
- Create and maintain plan for completion of all assigned sections within the timeline defined by the Allocation Team
- Track progress and decisions
- Conduct quality control on team member reviews and updates of application materials
- Allocation Manager responsibilities include:
- Funding cycle planning and oversight:
- Project manage the annual funding cycles from initial planning and application through competitive selection and final application approval
- Review and approve determinations recommended by review teams
- With Allocation Analysts, analyze application and program trends, volume of funding source availability, and possible funding scenarios
- Prepare and present memoranda to the Commissioner and Deputy Commissioner regarding application funding determinations for approval
- Identify pain points and opportunities to improve the administration of the programs, such as measures to reduce time between initial application submission and final application approval, systems to increase the efficiency of application intake and processing, and policy changes to reduce staff or applicant burden
Allocation Team management:
Oversee Allocation Analyst and Relocation Specialist workload, progress, and timelines to ensure Allocation Team responsibilities are fulfilled and analysts have adequate resources and support
Facilitate collaboration between Allocation Analysts and Relocation Specialist through regular team meetings and other means identified by the Allocation Manager
Create and implement training and development plans with each Allocation Analyst and the Relocation Specialist based on their individual goals and agency needs
MINIMUM EXPERIENCE, KNOWLEDGE, SKILLS, AND ABILITIES
- 5+ years of professional experience managing a team of staff
- Professional experience with project and/or program management with demonstrated ability to manage concurrent efforts and processes
- Organized and detail-oriented – the ability to balance simultaneously tracking multiple processes across multiple teams and ensuring adherence to timelines, while also conducting quality control, managing a team of staff, and planning for the next funding cycle
- Self-starter – the ability to work independently to develop work plans and strategies to meet DCA’s outreach and policy coordination needs
- Problem solver – the ability to identify complex problems and review related information to develop and evaluate options and implement solutions
- Communication – the ability to correspond effectively and professionally with DCA staff and developer partners
MINIMUM AGENCY ELIGIBILITY REQUIREMENTS
Bachelor's degree in a related field from an accredited college or university AND three years of related experience
OR
Seven years of related experience.
An equivalent combination of knowledge, education, job, or intern experience, training, or certifications that provide necessary knowledge and skills to successfully perform the job at the level listed may be substituted for year-over-year.
WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)
This position is currently designated as a hybrid (part in-office and part remote/Telework) position. This position is full time (40 hours per week) and may require occasional overtime. Local periodic travel may be required and occasional national travel.

This position is available as an in-office position with limited telework opportunities.
PHYSICAL / SENSORY REQUIREMENTS:
Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operate a computer and other office equipment.
Must be able to remain in a stationary position 50% of the time.
