TRP053 – Transportation Specialist 4 -Subsurface Utilities Review Specialist Pay Grade N
JOB SUMMARY: Under limited supervision, provides expert level professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. May also serve as a lead worker providing training to lower-level staff.
JOB SPECIFIC DUTIES: Under general supervision of the State Subsurface Utilities Engineer, assists in all required administrative activities and acts as the Department’s subject matter expert (SME) and liaison for the State Overhead/Subsurface Utility Engineering (S.U.E.) Program to ensure timely and accurate utility locations by contract consultants for all designated projects. Provides technical review of S.U.E. investigation plans, utility relocation plans and specifications and recommends actions to minimize utility conflicts/delays. Reviews electronic (MicroStation and OpenRoads design files) deliverable to ensure conformance with current Department electronic guidelines and national standards for S.U.E. Assists in managing all aspects of the S.U.E. consultant contracts. Ensures quality of Utility Plans included in designated project contract documents by performing detailed plan review and participating in Department project meetings. Assists in providing functional guidance and training to internal/external partners. Performs work to meet Department defined performance goals. Provides guidance, as requested, to GDOT’s Design Policy & Support program to ensure PDP, PPG, and EDG standardization. Occasional travel may be required.
Note: Working from a district office is an option, provided the employee can complete in-person training, is present during team building exercises bimonthly/quarterly, and reports to the General Office as needed.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications
STATE ENTRY QUALIFICATIONS:
· Bachelor's degree in a related field AND Two (2) years of job-related experience
· OR an Associate degree in a related field AND Three (3) years of job-related experience
· OR One (1) year of experience at position equivalent.
AGENCY MINIMUM QUALIFICATIONS:
· Two (2) years of CADD experience
· Two (2) years of Excel experience
· Demonstrated ability to manage activities associated with the Subsurface Utility Engineering Program and coordinate utilities included in construction projects.
· Demonstrated ability to apply sound engineering principles and department policies.
· Demonstrated ability to develop and implement innovative solutions where routine or established practices prove inadequate.
· Demonstrated ability to identify and analyze problems, and to recall and adapt solutions previously created for similar problems.
· Demonstrated ability to read and interpret department highway plans and specifications.
· Demonstrated ability to maintain a professional bearing; show respect and courtesy to others.
· Demonstrated ability to work and communicate with clients and customers to provide information and respond to their needs.
· Demonstrated ability to work independently and as a team member.
· Demonstrated ability to identify training needs and develop training materials and programs.
· Demonstrated ability to explain ideas and provide instruction to groups and individuals.
· Displays a high level of initiative and high standards of ethical conduct.
· Demonstrated ability to travel by car for several hours and to maneuver over irregular terrain and surfaces.
· Demonstrated ability to use computer applications.
AGENCY PREFERRED QUALIFICATIONS:
· Possess an EIT Certification
· Familiarity or previous experience in the Subsurface Utility Engineering field.
· Demonstrated ability in utility coordination as it applies to Department Projects and Preconstruction procedures.
· Demonstrated ability in utility design.
· Demonstrated competencies in the use of MicroStation/OpenRoads software and ProjectWise/File Exchange internet applications.
·
· Demonstrated ability to plan, coordinate programs and projects related to preconstruction and construction.
· Demonstrated ability to understand Utility issues encountered on construction roadway projects.

In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
