Job Description

The Program Specialist works within the Office of Strategic Programs to oversee the day-to-day operations of the Georgia Transportation Infrastructure Bank (GTIB - https://srta.ga.gov/gtib/) which provides grants and low-interest loans for roadway-related projects throughout the state. Since inception in 2010 GTIB has awarded 152 projects totaling $216 million in investment.  The Program Specialist manages all active GTIB contracts thereby interacting with a broad range of representatives from cities, counties and community improvement districts statewide.  

The Program Specialist will work under the supervision of the Strategic Programs Administrator and will primarily provide contract administration including: managing communications with awardees, preparing grant and loan closing documents, reviewing amendments and draw-downs on awarded funds, working with SRTA finance to confirm fund status and maintaining status updates on awarded projects, among other duties. The Program Specialist will also assist the Strategic Programs Administrator as needed during annual calls for projects which could include preparing project summaries, organizing files for review, checking applications for completeness, assisting with slide decks for executives or external stakeholders and managing communications as needed.

Job Responsibilities

1.       Provides contract administration for GTIB awardees.

a.       Serves as the primary point of contact for awardees, responds to awardee correspondence and routes to Strategic Programs Administrator as appropriate.

b.       Reviews draw requests for accuracy and consistency with GTIB requirements and routes compliant requests through SRTA’s financial system.  Maintains records of draw-downs, coordinates with the Finance Division as necessary.

c.       Processes amendments including updating contract documents and creating summaries for decision makers.  Develops and maintains an understanding of requests which require review by the Strategic Programs Administrator.

d.       Maintains accurate records including a contact list for awardees and provision of updates to the GTIB database as necessary.

e.       Oversees grant and loan agreements for new awards and coordinates with the SRTA legal and financial divisions as necessary.

 

2.       Provides support to the Strategic Programs Administrator during annual GTIB calls for projects.

a.       Provides assistance organizing applicant project files.

b.       Reviews applications for completeness, manages outreach to applicants as necessary.

c.       Develops application summaries as needed for internal and external stakeholders. 

 

3.       Performs other duties as assigned by Management.

 

Technical Competencies

 

          Experience providing customer service primarily to external customers.

          Ability to work independently.

          Ability to effectively execute policies and procedures on a routine basis.

          Attention to detail

          Ability to identify improvements to existing policies and procedures.

          Strong organizational skills.

          Ability to establish and maintain effective working relationships in a team environment.

          Experience with contracts, procurement, or similar fields.

 

Minimum Qualifications

Bachelor’s degree from an accredited college or university and/or two (2) to five (5) years of work-related experience in one or more of the following areas: contract administration, procurement, legal assistance, finance administration, program coordination, or equivalent.  Note: An equivalent combination of education and experience that provides the required competencies may also be considered.  Must have strong customer service skills.  Quick learner with the desire to successfully execute and improve program and the ability to manage multiple tasks at once.  Able to demonstrate a high level of proficiency with Microsoft Office Suite (Word, Excel, Outlook, and PowerPoint). Strong interpersonal skills and the ability to work in a team-focused environment. Applicants must possess SRTA’s core values of Integrity, Collaboration, Innovation, Customer Focus, and Diversity.

Bachelor's degree from an accredited college or university in a related field AND Five years of experience managing professional level staff OR Nine years of experience AND Five years of management experience at the level equivalent to area of assignment OR Five years of experience at the lower level Sr Mgr, Business Ops (GSM012). Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.
