Summary/Objective:
Supervises, guides, and/or instructs the work assignments of subordinate staff. Coordinates the activities of social service or community programs. Oversees the program or organization's policies regarding participant involvement, requirements, and benefits.
Essential Functions:

1. Supervises and plans the work of assigned staff.
2. Understanding of laws and regulations that support blind entrepreneurs and the ability to advocate for accessibility and inclusion in business operations.
3. Manages human resource and employee relations functions.
4. Administers and/or delivers services to community based, long term care, or social programs.
5. Builds and maintains effective working relationships with other agencies, assures coordination of services, and increases public awareness and support.
6. Conducts outreach to increase public awareness and support for specialized program areas.
7. Conducts research required in planning and evaluating the program.
8. Develops and ensures uniform interpretation of program policy and procedures.
9. Develops and manages program budget.
10. Establishes program goals, strategies, and priorities.
11. Makes recommendations for policy/procedure development and/or revision and advocates for changes as appropriate.
12. Manages, directs, and monitors administrative functions.
13. Monitors area and local services for compliance and quality assurance
14. Oversees facilities management operations.
15. Oversees the program planning development and evaluation activities representing various program specialties.
16. Plans, develops, and conducts training programs.
17. Provide programmatic guidance to state, field, or vendor staff.
18. Provides technical assistance in designing and implementing pre- and post-released programs.
19. Responds accurately and promptly to informational requests regarding programs, services, and related issues.
20. Ability to communicate effectively with visually impaired individuals using accessible formats and communication styles

Required Education and Experience:
High school diploma/GED and one (1) year of experience required at the lower level Prgm Consultant 2 (GSP091) or any other combination of education and professional
experience that provides the requisite knowledge, skills and abilities to successfully perform the job.
Preferred Education and Experience:
Master's degree in a related field from an accredited college or university AND One year of experience required at the lower-level Program Consultant 2 (GSP091) OR any other combination of education and professional experience that provides the requisite knowledge, skills and abilities to successfully perform the job.
Knowledge and experience in small business operations, including procurement, inventory management, and sales Experience conducting training sessions on business skills, financial literacy, and use of assistive technology for blind vendors

This position supervises and plans the work of assigned staff.
Work Environment:
This job operates in a professional office environment. This role routinely uses standard office equipment such as laptop computers and smartphones.
Physical Demands:
While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; and stoop, kneel, crouch or crawl. The employee must occasionally lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
Working Conditions:
Incumbents working in this job perform duties in an office setting. This is a 40-hour workweek requirement. The position may involve managing a high-volume workload and demands a high level of accuracy while working with deadlines. Regular attendance is an important part of being successful in this position. Reasonable accommodations can be made available to qualified individuals upon request.
Position Type and Expected Hours of Work:
This is a full-time position. Days and hours of work are Monday through Friday, 8:30 a.m. to 5 p.m. This position occasionally requires long hours and weekend work.
Travel:
Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected.
