The Georgia Department of Administrative Services (DOAS) is seeking a highly organized, strategic, and results-driven Operations Manager to support the State Purchasing Division. This leadership role is responsible for coordinating cross-functional operations, overseeing major initiatives, and ensuring alignment across all units within State Purchasing.

 

Position Summary

This Operations Manager serves as a key skilled leader responsible for coordinating activities between departments within State Purchasing, ensuring effective communication, workflow efficiency, and strategic alignment. This role oversees planning and execution of the Georgia Procurement Conference, manages division-wide performance metrics and reporting, supports staff development initiatives, and provides operational guidance to all units within State Purchasing.

 

This position plays a critical role in driving operations, division process improvement, and organizational performance.

 

Key Responsibilities

Operational Coordination & Oversight

  • Coordinate activities across all State Purchasing units to ensure consistency, efficiency, and collaboration.
  • Oversee division-wide planning and execution of operational initiatives.
  • Identify and resolve cross-departmental process gaps and workflow inefficiencies.
  • Provide strategic and operational support for unit managers.

Georgia Procurement Conference Management

  • Lead planning and execution of the annual Georgia Procurement Conference.
  • Coordinate logistics, vendor engagement, stakeholder communication, budgeting, and post-event evaluation.
  • Ensure conference objectives align with statewide procurement goals.
  • Performance Metrics & Reporting

  • Develop, monitor, and analyze division performance metrics.
  • Prepare executive-level reports, dashboards, and presentations.
  • Track key performance indicators (KPIs) to measure efficiency, compliance, and service delivery.
  • Recommend data-driven operational improvements.
  • Staff Training & Alignment

  • Coordinate internal training initiatives for SPD staff in partnership with SPD Training team to ensure alignment with procurement policies, procedures, and best practices.
  • Support onboarding and professional development efforts.
  • Promote consistent implementation of statewide procurement standards.
  • Strategic & Administrative Support

  • Assist leadership with implementation strategic plan and operational initiatives.
  • Support policy rollouts in partnership with SPD Policy and Training Teams, system updates in partnership with DOAS IT team and change management initiatives.
  • Support SPD teams to review existing and develop new standard operating procedures (SOPs) to support SPD activities.
  • Ensure compliance with state procurement laws, rules, and internal policies.
  • Serve as liaison between State Purchasing and internal/external stakeholders.

This position may require occasional travel.

Completion of a pre-employment background check is required.

DOAS participates in a hybrid work environment with in office days required

MINIMUM ENTRY QUALIFICATIONS: 

High school diploma/GED and seven (7) years of professional level experience

OR an equivalent combination of knowledge, education, job experience, or training that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year over year.  

PREFERRED QUALIFICATIONS: Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess one or more of the following:

  • Master’s degree (MBA, MPA, or related field) with at least five (5) years of professional procurement or project management experience, including three (3) years in a leadership role.
  • Relevant procurement certification such as a Certified Public Purchasing Officer (CPPO), or a Certified Purchasing Manager (CPM or CPSM).
  • Professional certifications such as PMP, CPPO, CPM, or CPSM.
  • Leadership experience in procurement or project management with the State of Georgia or a large, diverse organization.
  • Working knowledge of public procurement and higher education/university system procurement.
  • Experience with Jaggaer or other catalog management systems.
  • Experience with Asana or other project management system
  • Intermediate to Advanced proficiency in Word, PowerPoint, and Excel – to include experience creating spreadsheets using basic and advanced formulas
  • Experience with Lean, Six Sigma, or Agile practices.
  • Familiarity with PeopleSoft Financials, Workday, and/or Team Georgia Marketplace.
