State Job Summary: Under minimal supervision, serves as a senior engineer performing engineering assignments. Provides engineering assistance developing project plans, designs, or traffic engineering studies and other related documents, field experience with traffic signals and ITS hardware, cost estimates and other engineering technical reports for transportation projects. Provides training, support and knowledge sharing to other engineers.
Job Specific Duties: This position will serve within the Roadway Policy of the Office of Design Policy and Support and may be asked to support other policy groups as needs arise. This position will be responsible for performing a wide range of services related to roadway geometrics, roadside design, design policy, multimodal design and ADA, performance-based design, design flexibility, construction standards and detail drawings, research, and litigation support. This includes support of project delivery and overall compliance with AASHTO guidance manuals, and federal/state regulations. Responsibilities may also include providing instruction, reviewing current research and national practices, and serving as an SME in support of engineering studies and design.
Specific responsibilities may include:
· Preparing or overseeing update of the GDOT Design Policy Manual to ensure conformance with AASHTO guidelines, current research, state and federal regulations, and national best practices in a manner that fits Georgia conditions and needs.
· Serving as a senior roadway geometric design policy SME which includes the review of design exceptions, design variances and shop drawings. This also includes responding to requests related to the application of design policy to roadway projects.
· As an SME in roadside design, ensuring that GDOT policies related to roadside hardware reflect best practices.
· Guiding revision and development of high-quality construction standards and details which reflect the needs and priorities of GDOT maintenance and construction projects.
· Reviewing and monitoring national (e.g., TRB, AASHTO, FHWA) and GDOT-sponsored research and national “best practices” for relevance and application to GDOT design policy. This includes attending professional conferences, training, and workshops.
· Helping coordinate or reviews design-related policies prepared by other offices and divisions.
· Providing instruction for implementation of new and existing policies and represents the Department at internal and external meetings.
· Assisting with responding to complaints and to requests from Georgia legal office and the Georgia Office of the Attorney General relating to roadway geometrics and roadside design.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include the Entry Qualifications as well as Agency Specific Qualifications.
ENTRY QUALIFICATIONS:
· Bachelor's degree in engineering from an ABET accredited program OR equivalent degree in a related field and a Professional Engineer (PE) license issued by the State of Georgia and three years of job-related experience OR Professional (PE) License with 3years of job-related experience.
Note: For International Degrees: Applicants with a bachelor’s degree from an international institution must submit a course-by-course evaluation from a GDOT approve credentialing provider.
AGENCY SPECIFIC QUALIFICATIONS:
· Advanced level knowledge of project design and transportation safety.
· Demonstrated knowledge of engineering standards and guidelines.
· Possesses a knowledge of the Department’s programs and plan development processes.
· Demonstrated experience with engineering mathematical reasoning and design computations.
· Demonstrated experience generating construction plans using CADD.
· Demonstrated experience implementing Quality Controls and performing Quality Assurance checks for engineering reports and plans.
· Demonstrated ability to organize technical work in a manner that achieves project objectives and schedules
· Displays a high level of professional conduct, leadership, and embodies a high standard of professional integrity and ethical conduct.
· Committed to providing quality customer service.
PREFERRED QUALIFICATIONS:
· Demonstrated ability to evaluate and implement improved design practices, based on best practices or research.
· Demonstrated ability to conform to shifting priorities, demands, and timelines in a manner that achieves project objectives and schedules.
· Demonstrated ability to train engineers, project managers and other disciplines for implementation of new design practices.
· Demonstrated leadership skills, with experience motivating and helping guiding others toward accomplishment of project goals.
· Demonstrated ability to understand advanced engineering principles for investigating complaints and legal claims.
· Demonstrated experience preparing clear, organized, and technically sound written reports.
· Possess strong oral communication skills with the ability to express ideas and facts to groups and individuals.
· Demonstrated experience communicating with Department Management and with the public, local and state government officials.

Good Employment Standing:
In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
