JOB SUMMARY:  Under broad supervision, performs engineering work assignments. Provides engineering assistance with plans, designs, costs and the coordination of new transportation construction or maintenance activities.

 

JOB SPECIFIC DUTIES:   Serves as an engineer in one of five design teams that are responsible for developing and maintaining GDOT roadway design policies and performing QA reviews. These teams are organized into the following five areas: (1) Policy, Standards, and Roadside Design; (2) Roadway Hydraulics; (3) Roadway Lighting; (4) Water Resources; and (5) Conceptual Design.  This position will be assigned to the fourth team listed above and may be asked to support the other teams as needs arise. 

 

This position will be responsible for performing a wide range of services related to hydrology and roadway hydraulics, roadway drainage systems, erosion and sediment control, pond routing, and post-construction water quality (i.e., MS4).  This includes support of project delivery and overall compliance with federal and state regulations/permits.  Serves as a subject matter expert for the Department including the review of engineering deliverables and advises on the application of policy to engineering decision making.  Provides instruction for implementation of new and existing policy and represents the Department at internal and external meetings.

Specific responsibilities may include: 

  • Preparing plans and studies relating to roadway hydraulics and water resources in support of projects, existing drainage problems and legal cases.
  • Providing on-call SME support relating to projects, existing drainage problems, and legal cases. 
  • Maintaining up-to-date knowledge of national and state-level best practices, legislations/regulation, and research.  Attending conferences as appropriate.
  • Updating GDOT design policies and construction standards/details where needed. 
  • Performing (and managing) reviews of plans and reports relating to roadway drainage system design and stream restoration.
  • Providing training related to erosion and sediment control, roadway drainage, and MS4.

 

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include the Entry Qualifications as well as Agency Specific Qualifications.

 

STATE ENTRY QUALIFICATIONS:

·         Bachelor's degree in engineering from an A.B.E.T accredited program OR equivalent degree in a related field and 5 years of job - related experience without EIT OR  a Valid Engineering in -Training (EIT) certificate and (1) year of job-related experience OR Professional Engineer (PE) license issued by the State of Georgia and (1) year of job - related experience.

 

Note: For International Degrees: Applicants with Bachelor’s degree from an international institution must submit a course-by-course evaluation from a GDOT approved credentialing provider.

 

AGENCY SPECIFIC QUALIFICATIONS:

·         Demonstrated experience in highway/transportation engineering. 

·         Demonstrated experience in roadway drainage design and two or more of the following areas:  geometric design, capacity analysis, roadside design, erosion sediment control, and MS4 (post-construction water quality).

·         Demonstrated experience in preparing calculations, quantities and cost estimates associated with highway/transportation projects.      

·         Demonstrated experience generating project plans through the use of computer-aided drafting and/or design (CADD).

·         Demonstrated experience analyzing and formulating solutions to complex design problems and recommending the best solution.

·         Demonstrated experience with implementing Quality Control for engineering reports and plans.

·         Committed to providing quality customer service. 

·         Displays a high level of professional integrity and ethical conduct.

 

PREFERRED QUALIFICATIONS:

·         Demonstrated experience to work independently of direct supervision and guidance to design complete roadway construction projects.

·         Demonstrated ability to evaluate new engineering and design techniques and to identify opportunities for implementation

·         Demonstrated experience in preparing clear, organized written studies and correspondence associated with highway/transportation projects.   

·         Demonstrated experience interacting management within the Department, with the public, local and state government officials.

·         Possess strong oral communication skills with the ability to express ideas and facts to groups and individuals.

·         Demonstrated experience developing and conducting design instruction.

 

 

IMPORTANT INFORMATION FOR ALL GDOT JOBS

The interview is just one part of the overall selection process and is not the only criteria used to make the final selection.  In addition to the interview, the final selection is based on the applicant’s work history and performance (documented in HR and/or Office files), PeopleSoft/employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation) and, for supervisory positions, demonstrated leadership skills based on past and current work history will be considered.  

 

Good Employment Standing:

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing.  Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion).  In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation.  Please note that Memorandums of Concern are not considered disqualifying factors.  Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
