State Job Summary: Under minimal supervision, serves as a senior engineer performing engineering assignments. Provides engineering assistance developing project plans, designs, or traffic engineering studies and other related documents, field experience with traffic signals and ITS hardware, cost estimates and other engineering technical reports for transportation projects. Provides training, support and knowledge sharing to other engineers.


Job Specific Duties: This position will serve within the Water Resources Group of the Office of Design Policy and Support and will likely be asked to support the Policy, Standards, and Roadside Group as needs arise.  This position will be responsible for performing a wide range of services related to hydrology and roadway hydraulics, roadway drainage systems, erosion and sediment control, and pond routing.  This includes support of project delivery and overall compliance with federal and state regulations/permits.  Serves as a subject matter expert for the Department including the preparation of studies and design, review of engineering deliverables and advises on the application of policy to engineering decision making.  Provides instruction for implementation of new and existing policy and represents the Department at internal and external meetings. 

Specific responsibilities may include: 

  • Prepares construction plans and studies relating to roadway hydraulics in support of projects, existing drainage problems, and legal cases.
  • Prepares or oversees update of the GDOT Design Policy Manual and Stormwater Design Guide to ensure conformance with AASHTO guidelines, current research, state and federal regulations, and national best practices related to the application of design policy to roadway projects.
  • Serves as a senior roadway geometric design policy SME which includes the review of design exceptions, design variances and shop drawings. This also includes responding to requests related to the application of design policy to roadway projects.
  • Provides on-call SME support to project managers and design phase leaders. 
  • Maintains up-to-date knowledge of national and state-level best practices and research.  Attending conferences and training as appropriate.
  • Updates GDOT design policies and construction standards/details where needed. 
  • Performing reviews of plans and reports relating to roadway drainage system design and stream restoration.
  • Assisting with management of professional services contracts relating to Water Resources and special drainage problems throughout the state.
  • Assisting with complaints and legal cases including representing GDOT at depositions.
  • Providing training related to design of roadway drainage systems.

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include the Entry Qualifications as well as Agency Specific Qualifications.

ENTRY QUALIFICATIONS: 

·       Bachelor's degree in civil engineering or civil engineering technology from an ABET accredited college or university AND three years of related experience.

              Note: Professional Engineering (PE) license required.

AGENCY SPECIFIC QUALIFICATIONS:  

·       Advanced level knowledge of project design and transportation safety.

·       Demonstrated experience analyzing and formulating solutions to complex design problems and recommending the best solution.

·       Demonstrated experience with engineering mathematical reasoning and design computations.  

·       Demonstrated experience generating construction plans using CADD.

·       Demonstrated experience implementing Quality Controls and performing Quality Assurance checks for engineering reports and plans.

·       Demonstrated ability to organize technical work in a manner that achieves project objectives and schedules.   

·       Possess strong oral communication skills with the ability to express ideas and facts to groups and individuals.

·       Displays a high level of professional conduct, leadership, and embodies a high standard of professional integrity and ethical conduct. 

·       Committed to providing quality customer service. 

PREFERRED QUALIFICATIONS:

·       Advanced level knowledge of engineering standards and guidelines.

·       Demonstrated experience working independently of direct supervision to complete design work and other assignments.

·       Demonstrated ability to evaluate and implement improved design practices, based on best practices or research.

·       Demonstrated experience communicating with Department Management and with the public, local and state government officials.

·       Demonstrated ability to train engineers, project managers and other disciplines for implementation of new policy.

·       Demonstrated ability to understand advanced engineering principles  for investigating legal claims.

IMPORTANT INFORMATION FOR ALL GDOT JOBS

The interview is just one part of the overall selection process and is not the only criteria used to make the final selection.  In addition to the interview, the final selection is based on the applicant’s work history and performance (documented in HR and/or Office files), PeopleSoft/employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation) and, for supervisory positions, demonstrated leadership skills based on past and current work history will be considered.  

Good Employment Standing:

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing.  Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion).  In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation.  Please note that Memorandums of Concern are not considered disqualifying factors.  Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
