Job Summary: Under broad supervision, serves as an Associate Engineer performing engineering assignments in specialized areas.  Provides training, support and knowledge sharing to other engineers. 

Description of Duties:  With broad guidance and direction from the Design Group Manager, serves as an Associate Design Engineer within Consultant Oversight Group for the Office of Roadway Design responsible for reviewing consultant plans and completing review comments reports. Assisting with Quality Assurance review of other engineers’ assignments. Acting as a Roadway Design SME, preparing and attending consultant project’s scoping meetings, and providing man-hours for task orders. Reviewing and providing QA review comments for in-house pavement design reports. Reviewing property surplus requests and providing Roadway Design Office recommendations, including creation of Right of Way Data information. Conducting research for roadway design and consultant oversight related materials. Preparing training materials/presentations and providing instructions.

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications

 

STATE ENTRY QUALIFICATIONS:

·         Bachelor’s degree in engineering from A.B.E.T.-accredited program OR equivalent degree in a related field OR Valid State of Georgia Engineer State of Georgia Engineer-in-Training (EIT) certification OR Professional Engineer (PE) license issued by the State of Georgia and one (1) year of job-related experience.

·         For international degrees: Applicants with a bachelor’s degree from an international institution must submit a course-by-course evaluation from a GDOT-approved credentialing provider.

 

AGENCY MINIMUM QUALIFICATIONS:

·         Experience in three of the following areas: Capacity Analysis, Geometric Design, Roadway Drainage Design (Hydrology & Hydraulics) and Erosion Sediment & Pollution Control Design, Flexible and Ridge Pavement Design, Signing & Marking (Signal Plans).

·         Demonstrated knowledge in highway/transportation engineering

·         Demonstrated knowledge and experience in implementing and following the Plan Development Process

·         Demonstrated experience working and communicating with supervisors, local officials, engineering consultants, other Department of Transportation offices, Federal Highway Administration (FHWA) and the general public to meet their needs

·         Displays a high standard of ethical conduct

·         Demonstrated experience adapting to new design processes

·         Demonstrated experience with computer aided drafting and design (CADD) plan.

·         Demonstrated ability and experience in providing leadership by acting as a lead worker directing and training of less experienced engineers.

·         Demonstrated experience to work independently of direct supervision and guidance to design complete roadway project plans.

·         Demonstrated experience reading and interpreting roadway construction plans, right-of-way plans and all pertinent documents, preparing and reviewing correspondence, technical reports.

·         Demonstrated experience calculating appropriate quantities and/or cost estimates associated with highway/transportation projects; performing and reviewing algebraic, geometric, and trigonometric calculations of complex difficulty related to highway/transportation engineering (computations to include quantity calculations, earthwork, skewed drainage cross sections, multiple horizontal/vertical alignments, sight distance calculations, spiral curves, and survey calculations)

·         Demonstrated ability to provide Quality Control/Quality Assurance reviews for work completed by subordinate design engineers.

·         Demonstrates advanced understanding of EPA and EPD regulations when related to storm water runoff and water quality.

·         Demonstrates advanced understanding of Corps of Engineers, Fish and Wildlife, National Flood Insurance Program and NPDES regulations.

·         Experience in delivering training presentations to staff in the following disciplines: Capacity analysis, Roadway Drainage Design, Geometric Design, and/or Pavement Design, Signing and Marking/Signal Plans.

·         Possesses excellent oral and written communication skills with the demonstrated ability to work and communicate with design personnel. 

·         Strong problem-solving skills with demonstrated experience adapting to new design processes; analyzing and formulating solutions to complex design problems and recommending the best solution.

·         Demonstrated experience making sound, well informed decisions based on experience and engineering principles and practices.

·         Committed to providing quality customer service.

·         Demonstrated experience reading and comprehending information such as roadway, right of way, bridge and wall plans.

·         Possession of Level II Design Professional certification, CPESC, CPSWQ.

AGENCY PREFERRED QUALIFICATIONS:

·         Four (4) or more years of experience in designing/Reviewing multiple complete roadway and/or highway construction projects.

·         Possesses certification as an Engineer-in-Training

·         Demonstrated experience supervising, technically directing and evaluating the work of subordinate personnel.

·         Experience in delivering training presentations to staff in the following disciplines: Capacity Analysis, Roadway Drainage Design, Geometric Design and/or Pavement Design, Signing and Marking/ Signal Plans. 

IMPORTANT INFORMATION FOR ALL GDOT JOBS

 

The interview is just one part of the overall selection process and is not the only criteria used to make the final selection.  In addition to the interview, the final selection is based on the applicant’s work history and performance (documented in HR and/or Office files), PeopleSoft/employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation) and, for supervisory positions, demonstrated leadership skills based on past and current work history will be considered.  

Good Employment Standing:

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing.  Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion).  In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation.  Please note that Memorandums of Concern are not considered disqualifying factors.  Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
