(This position is full-time with benefits and time-limited anticipated to extended to December 31, 2025.  Hiring salary will be based on experience, credentials, internal pay equity, and statewide rules.) 

 

GENERAL DESCRIPTION:

The Department of Administrative Services (DOAS) seeks a LMS Administrator who, under broad supervision, will support and execute the department’s comprehensive communications, marketing and digital media strategy. Responsibilities will include supporting and executing the department’s internal and enterprise-wide learning programs, LMS data conversion activities, and support of the LMS migration.

 

The selected candidate will work under the supervision of the Director of Enterprise Learning and will play a critical role in managing and optimizing our organization’s learning management system. This position requires a combination of technical expertise, project management skills, and an understanding of LMS data migration.

 

Job Responsibilities:

Ø  Consults with agency business owners and content experts to develop an understanding of the DOAS mission, strategic plan, products, services, and ongoing projects. Makes recommendations for learning materials based on target audience, messages, timeline, etc.

Ø  Assists in developing and maintaining learning materials, presentations, speeches, training, webinars, etc.

Ø  Establish, maintain, and tailor the LMS to align with the organization's requirements including but not limited to establishing certifications, learning paths, and engagement programs

Ø  Establish and maintain communication with LMS owners and stakeholders across the organization to ensure that business needs related to learning delivery are met.

Ø  Generate custom reports for various stakeholders in order to provide valuation insights into the effectiveness of training programs and allow for data-driven decision-making.

Ø  Employ learning analytics tools to discern trends that reveal the system's usage, identify areas for improvement, and make recommendations to optimize the system's impact.

Ø  Maintain current and well-organized LMS documentation to facilitate system operations and streamline stakeholder communication.

Ø  Provide user support and LMS maintenance along with managing integrations with internal and external systems to ensure seamless operation and data flow.

Ø  Establish and maintain communication with LMS owners and stakeholders across the organization to ensure that business needs related to learning delivery are met

Ø  Generate custom reports for various stakeholders in order to provide valuation insights into the effectiveness of training programs and allow for data-driven decision-making

Ø  Employ learning analytics tools to discern trends that reveal the system's usage, identify areas for improvement, and make recommendations to optimize the system's impact

Ø  Maintain current and well-organized LMS documentation to facilitate system operations and streamline stakeholder communication

Ø  Assists with the graphic concept development, design, and production of marketing materials and logos for various programs.

Ø  Builds and maintains relationships with internal and external partners; provides helpful, courteous, and knowledgeable service.

Ø  Reply to inquiries from employees and vendors; research issues and respond, consulting with manager on resolutions.

 

Required Knowledge, Skills and Abilities:

Ø  Knowledge of Leaning Management Systems

Ø  Knowledgeable of content and message development.

Ø  Strong writing, editing and proofreading skills.

Ø  Strong project management skills.

Ø  Basic analytic and problem-solving skills; Strong organizational skills and attention to detail.

Ø  Knowledge of current communications, marketing, advertising, and public relations theories, practices, methods, and trends.

Ø  Ability to use software applications (SharePoint, MailChimp, Drupal, Adobe Creative Suite, Excel, etc.)

Ø  Ability to identify goals and measure to improve outreach

Ø  Ability to prepare materials for various mediums.

Ø  Ability to work effectively in a fast-paced, team-based work environment

Ø  Knowledge of emerging web and social media technologies and trends.

Ø  Ability to communicate effectively with targeted audience.

Ø  Ability to review documents for content, logic and grammar.

Ø  Ability to develop graphics, visuals, and print and electronic marketing materials.

Ø  Knowledge of basic graphic design techniques.

                        

This position may require some travel.

Completion of a pre-employment background check is required.

 

DOAS participates in a hybrid work environment and

telework is encouraged with some days in the office required.

MINIMUM ENTRY QUALIFICATIONS: 

High school diploma/GED and five (5) years of area specific experience, which includes one (1) year in a lead worker, team leader, or supervisory role;

 OR one (1) year of experience required at the lower level Training & Dev Spec 3 (GSP122).

PREFERRED QUALIFICATIONS:  Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess one or more of the following items below.  PLEASE CLEARLY INDICATE YOUR KNOWLEDGE OF THESE QUALIFICATIONS ON YOUR RESUME.   

  • Experience using Workday
  • Experience successfully implementing an LMS
  • Knowledge of technical writing process and publication processes
  • Experience in utilizing Adobe Create Suite (Photoshop, InDesign, Illustrator)
  • Intermediate to Advanced Microsoft Office skills, including Outlook, Word, Excel and PowerPoint
  • Three or more years of experience working in learning management or a related field
