Transportation, Georgia Department of - GDOT

Under general supervision, provides professional human resources support for the Georgia Department of Transportation (GDOT) with primary responsibility for workforce timekeeping administration, employee benefits support, and assigned HR special projects. Serves as a subject matter resource for employees, supervisors, and HR partners while ensuring compliance with state policies, GDOT procedures, and applicable regulations.

Key Responsibilities

Workforce Timekeeping

  • Administers and supports employee time and attendance processes in PeopleSoft (or successor system).

  • Reviews, audits, and validates time entries to ensure accuracy, compliance, and timely payroll processing.

  • Provides guidance to supervisors and employees on leave usage, compensatory time, overtime, and timekeeping rules.

  • Resolves timekeeping discrepancies and coordinates corrections with Payroll and HR leadership.

  • Develops job aids, training materials, and procedural guidance related to time and attendance.

 

Benefits Administration

  • Assists employees with benefit-related inquiries including health insurance, retirement, leave programs, and supplemental benefits.

  • Supports benefits enrollment, life event changes, and coordination with the State Health Benefit Plan (SHBP) and Employees’ Retirement System (ERS).

  • Reviews benefits transactions for accuracy and compliance with state and GDOT policies.

  • Serves as a liaison between employees, benefits vendors, and internal HR teams.

  • Maintains confidentiality of employee information and personnel records.

 

Special Projects & HR Support

  • Participates in HR special projects such as process improvements, system implementations, audits, policy updates, and workforce initiatives.

  • Assists with data collection, reporting, and analysis related to HR operations.

  • Supports cross-functional HR efforts including onboarding, employee relations, workforce planning, or compliance initiatives as assigned.

  • Prepares documentation, reports, and presentations for HR leadership.

  • Provides customer-focused HR support to GDOT divisions and district offices.

Note: This position may be filled at the higher level.

 

AGENCY MINIMUM QUALIFICATIONS: 

  • Experience with State Government Benefits (Health and Flex) or KRONOS Timekeeping (WFTK)

  • Possesses good computer skills, and demonstrated ability to run reports

  • Demonstrates strong analytical skills; detail-oriented 

  •  Demonstrated experience identifying and analyzing problems; gathering, interpreting, and evaluating information to determine its accuracy and relevance 

  • Ability to work well with others to achieve team projects 

  • Displays high standards of ethical conduct and a high level of commitment toward performing work 

  • Displays a professional image

  • Possesses excellent oral and written communication skills, with good presentation skills

  •  Ability to communicate effectively with others in a courteous, professional manner

  • Committed to providing excellent customer service 

AGENCY PREFERRED QUALIFICATIONS:  

  • Experience in timekeeping system, KRONOS WFTK

  • Experience in State Government Benefits (Health and Flex)

  • Experience in Georgia State Government Health and Flex benefits

  •  Ability to reconcile benefits billing

High school diploma/GED and one (1) year of job-related experience in human resources. Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
