The Workforce Strategy and Recruitment Manager leads the execution of GDOT’s workforce planning, talent acquisition, and recruitment strategies to ensure the agency attracts, hires, and retains a highly qualified workforce aligned with GDOT’s mission and operational needs. This role serves as a strategic partner to executive leadership and business units, translating workforce data and labor market trends into actionable recruitment and workforce solutions.
Key Responsibilities
Partner in the execution of GDOT’s workforce strategy to ensure alignment with the agency’s strategic objectives and succession planning priorities.
Conduct workforce analysis, forecasting, and gap assessments to identify current and future talent needs.
Partner with HR leadership to support succession planning, critical position identification, and knowledge transfer strategies.
Provide strategic direction and oversight for statewide recruitment activities through direct supervision of the Recruitment Manager.
Ensure recruitment strategies are aligned with GDOT workforce priorities, operational demands, and workforce planning outcomes.
Review and approve recruitment plans, outreach strategies, and hiring approaches for technical, professional, and hard-to-fill positions, including engineering, operations, and field roles.
Ensure recruitment processes are efficient, compliant, equitable, and aligned with state personnel rules and GDOT policies.
Provide executive-level guidance on applicant tracking, screening, interview coordination, and selection processes, ensuring consistency and quality across divisions.
Analyze recruitment and workforce metrics (time-to-fill, quality of hire, turnover trends, pipeline effectiveness).
Prepare dashboards and reports for HR leadership and executive management.
Use data to recommend process improvements and innovative recruitment solutions.
Supervise and develop recruitment and workforce planning staff.
Provide guidance, training, and technical assistance to HR partners and hiring managers.
Collaborate with classification, compensation, employee relations, and learning teams to ensure integrated HR solutions.
