GENERAL DESCRIPTION:

The Georgia Department of Administrative Services (DOAS), Human Resources Administration (HRA) Division, is seeking a highly qualified Human Capital Management (HCM) Specialist 3. The HCM Specialist will provide Georgia agency human resources professionals and agency leadership with technical assistance, consultation, guidance, and training around the Workday HCM system.

 

 

Job Responsibilities:

·         Provides enterprise-level expert tactical and strategic consultation and advisory services on core human resources matters, anticipating, assessing, and addressing business/operational needs for strategic and innovative solutions.

·         Updating and auditing the HCM system and data.

·         Ability to write rules-based criteria in Workday.

·         Updating existing training and developing new content as needed.

·         Creating clear and concise reports, dashboards, and presentations to communicate data insights to appropriate stakeholders.

·         Assisting the unit manager with implementing optimization items related to core human resources.

·         Implements and administers classification and compensation in the assigned area.

·         Develops, implements, and maintains policies, procedures, practices, and programs.

·         Ensure accuracy and consistency in interpreting and applying position classification standards.

·         Participate in special projects or comprehensive studies as identified, as they relate to human resources.

·         Guide core human resources practices to enterprise Human Resource Directors and team members. Able to provide subject matter expertise in classification, compensation, and core human resources and may provide leadership, training, and guidance to entry-level human resources staff and consultants.

·         Ensure compliance with standard practices and local, state, and federal laws.

MINIMUM ENTRY QUALIFICATIONS: 

High school diploma/GED and three (3) years of related job experience in human resources; or one (1) year of experience required at the lower-level HR Specialist 2 (HRP021) or position equivalent.

 

Note: An equivalent combination of education and job-specific experience that provided the knowledge, experience, and competencies required to perform the job at the level listed successfully may be substituted on a year-over-year basis.

PREFERRED QUALIFICATIONS:  Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess one or more of the following items below. PLEASE CLEARLY INDICATE YOUR KNOWLEDGE OF THESE QUALIFICATIONS ON YOUR RESUME.  

·         Two years of previous State of Georgia Classification or Compensation experience

·         Two years of experience at the lower-level HR Specialist 2 (HRP021)

·         Two years of Workday or PeopleSoft HCM experience, which includes using queries to generate reports.

·         PHR, CP, SPHR, or SCP Certification

  • Advanced Microsoft Excel (lookups, formulas, pivot tables, macros, regression analysis)
