HR Generalist 1 - Recruitment & Transactions

Position Description: Under close supervision, the HR Generalist 1 is responsible for supporting human resources functions related to recruitment, onboarding, HR transactions, and employee services. This position works closely with leadership and hiring managers across the Georgia Building Authority (GBA), Georgia State Financing and Investment Commission (GSFIC), and the State Properties Commission (SPC) to support workforce needs and ensure HR processes are handled accurately and efficiently. The incumbent develops and supports recruitment strategies, facilitates onboarding and New Employee Orientation (NEO), and processes a variety of HR transactions in TeamWorks HCM. The HR Generalist 1 plays a key role in delivering high-quality HR services and maintaining compliance with agency and state policies.
Essential Functions:
Recruitment & Onboarding
· Collaborates with hiring managers to assess staffing needs and assist with developing recruitment plans.
· Posts job announcements and maintains applicant tracking systems.
· Screens applicant submissions to evaluate qualifications and conduct reference checks.
· Builds and maintains applicant pipelines through outreach to community organizations, educational institutions, and professional associations.
· Assists in coordinating and participating in job fairs and career events on behalf of the agency.
· Prepares onboarding materials and facilitates portions of New Employee Orientation (NEO).
· Serves as the primary point of contact for incoming new hires, supporting a positive onboarding experience.
· Maintains recruitment and onboarding records and metrics.
HR Transactions & Technical Support
· Enters and processes HR transactions in the TeamWorks HCM system (e.g., hires, promotions, demotions, transfers, resignations) accurately and timely.
· Reviews Personnel Action (PA) Forms and ensures proper documentation for wage and salary changes; updates compensation records as needed.
· Prepares and routes Personnel Action Request forms.
· Resolves transaction discrepancies in coordination with HR leadership and the State Accounting Office (SAO).
· Responds to routine HR inquiries and provides guidance on the use of the Employee Self Service (ESS) portal.
· Provides technical support to HR staff and customer groups on HR systems and procedures.
Minimum Qualifications: Associate degree from an accredited college or university or two years of human resource experience.
Preferred Qualifications: Experience working in State Government, experience in recruitment and selection, Degree in Human Resources or Business Administration, PHR/SPHR and or SHRM-SCP certification, HR transactions experience, position management experience, and Peoplesoft experience. Experience/exposure to GA@WORK.
