STATE PROFILE SUMMARY: Under limited supervision, serves as a lead engineer performing engineering assignments. Provides engineering assistance developing project plans, designs, or traffic engineering studies and other related documents, field experience with traffic signals and ITS hardware, cost estimates and other engineering technical reports for transportation projects. Provides training, support and knowledge sharing to other engineers.

 

 POSITION SPECIFIC DUTIES:

Under limited supervision, serves as Lead Design Engineer within a Bridge Design Group for the Office of Bridge Design and Maintenance. Provides engineering solutions to design problems that arise in the design group. Reviews and checks the work of group members. Calculates quantities. Prepares plans and/or hydraulic studies for complex projects containing bridges, retaining walls, box culverts, and other structures.  Prepares preliminary bridge layouts for grade separations and/or stream crossings. Provides instruction or training for other design engineers. Attends and participates in concept meetings, field plan reviews and public meetings. Coordinates with other offices including Roadway Design, Utilities, Right of Way, Environmental and Construction.  May assists Group Leader in determining work assignments and other administrative needs for the design group.

 

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as the Agency Specific Qualifications            

 

STATE ENTRY QUALIFICATIONS:

·       Bachelor's degree in civil engineering or civil engineering technology, engineering with a civil specialization, construction engineering or other engineering/engineering technology field of study and two (2) years of job-related experience and a Professional Engineer (PE) License.

·       OR Professional Engineer (PE) License with two (2) years of job-related experience.

Note: Additionally, foreign degrees require a completed Equivalency Evaluation by NCEES along with an official transcript.  

 

AGENCY SPECIFIC QUALIFICATIONS: 

·       Bachelor's degree in Civil Engineering AND five years of professional structural or hydraulic design engineering experience. 

·       Experience in generating construction plans through the use of computer aided drafting and design (CADD).  

·       Experience reading and comprehending information such as roadway, bridge and wall plans.   

·       Possesses advanced knowledge of design engineering.

·       Possesses knowledge and understanding of the project development process.

·       Ability to coordinate the planning and scheduling of work to be performed by staff and other Departmental personnel.

·       Experience supervising, technically directing and evaluating the work of subordinate personnel.   

·       Experience providing Quality Control/Quality Assurance reviews for work completed by other design engineers.   

·       Experience in negotiating and resolving conflicts in design, scheduling, priorities, construction, contracts, etc.

·       Experience to apply innovative solutions to make organizational improvements.

·       Capability to develop or implement work processes to ensure that operations conform to recognized policies and procedures.

·       Experience to adapt to change i.e. new information, policies, procedures, methods, conditions.

·       Committed to providing quality customer service.

The interview is just one part of the overall selection process and is not the only criteria used to make the final selection.  In addition to the interview, the final selection is based on the applicant’s work history and performance (documented in HR and/or Office files), PeopleSoft/employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation) and, for supervisory positions, demonstrated leadership skills based on past and current work history will be considered.  

                                                           

Good Employment Standing:

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing.  Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion).  In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation.  Please note that Memorandums of Concern are not considered disqualifying factors.  Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
