REP023 Right of Way Spec Spv 1 (ASST District ROW Team Manager) PG-K

Salary $67,155.00

STATE PROFILE SUMMARY: Supervises, guides, and/or instructs the work assignments of subordinate staff. Supervises a team of right of way specialists and/or manages consultants in the acquisition of real property for right of way. Performs functions necessary to initiate and complete projects. Approves and justifies counter offer options. Makes a final administrative appeal contact on parcels for which the negotiator has not obtained an option. Attends meetings and interviews job applicants. Complies approves, and submits status reports, certification reports, payrolls, leave requests and miscellaneous reports. May also serve in a lead role.

JOB RESPONSIBILITIES:

·       Perform real estate duties at the District Office level.

·       Prepare highly complex right-of-way cost estimates, data books, and appraisals.

·       Negotiate and close the highest complexity level acquisitions.

·       Assist property owners or tenants through relocation process.

·       Performs last contacts/team appeals, and supervision in the absence of the Team Mgr.

·       Assist in training lower level Right of Way Specialist.

·       Assist with property management demolitions, surplus properties, relocation packages.

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications.

STATE ENTRY QUALFICIATIONS:

·       Bachelor's degree in a related area from an accredited college or university in a related area AND Three years of

·       related experience

·       OR State Certified General Real Property Appraiser AND Three years of related experience

·       OR One year of experience at the lower level Right of Way Spec 3 (REP022) or position equivalent.

AGENCY ENTRY QUALIFICATIONS:

  • Bachelor’s degree in a related area from an accredited college or university OR Bachelor’s degree from an accredited college or university and one year of related experience performing real estate services OR Four (4) years of GDOT Right of Way acquisition experience
  • Three years of experience at the lower level Right of Way Spec 2 (REP021).

·       State Registered Appraiser

·       Appraisal Class Curriculum Groups A, B, C and D; 1500 appraisal hours (500 Appraisal specific).

·       Prior supervisory experience

·       Ability to direct and guide team members in order to accomplish the goals of the organization.

·       Ability to identify training needs

·       Ability to distribute and monitor work assignments.

·       Ability to perform simple calculations including addition, subtraction, multiplication, division, fractions, decimals and percentages.

·       Intermediate level skills in Microsoft Office

·       Ability to organize and manage multiple priorities.

·       Problem analysis and problem resolution at both a strategic and functional level.

·       Strong customer orientation.

·       Excellent interpersonal and communication skills.

AGENCY PREFERRED QUALIFICATIONS:

·       Bachelor’s degree from an accredited college or university as it relates to areas of: Real Estate, Business, Economics, Marketing, Finance, Accounting, Management, Statistics, Information Systems, Managerial Sciences, Risk Management, Insurance, Transportation, Transportation Planning, or Transportation Engineering AND THREE years of related experience performing real estate services.

·       Ability to develop work unit plans

·       Ability to recognize and interpret symbols, lines, and other information shown on plans, profiles and maps as related to simple right-of-way activities.

·       Knowledge of real estate, property appraisal, or negotiation (e.g., acquired through experience or completion of formal courses in these areas).

·       Ability to visualize before and after conditions of property based upon map information (such as slope and boundaries) and explain these changes to affected persons.

·       Ability to use appropriate technology to locate, record, and transfer real estate data as required.

IMPORTANT INFORMATION FOR ALL GDOT JOBS

The interview is just one part of the overall selection process and is not the only criteria used to make the final selection.  In addition to the interview, the final selection is based on the applicant’s work history and performance (documented in HR and/or Office files), PeopleSoft/employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation) and, for supervisory positions, demonstrated leadership skills based on past and current work history will be considered.  

                                                                 

Good Employment Standing:

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing.  Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion).  In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation.  Please note that Memorandums of Concern are not considered disqualifying factors.  Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
