GENERAL DESCRIPTION:
The state of Georgia is well on its way to becoming the best managed state in the country; and the Surplus Property division of the Department of Administrative Services (DOAS) is doing its part to achieve this goal. We are responsible for the redistribution and disposal of state and federal personal property (not real estate).
The Surplus Property division has redefined the disposal of state entities’ assets such as vehicles, office furniture/equipment, shop, and road equipment, etc. Utilizing statewide applications, the division manages the virtual disposal through redistribution and sale of surplus property via online sales vendors.
We have an immediate opening for a State Surplus Property Specialist. In this role, working with a team, you will utilize your ability to analyze data and information, compose advertisements, process transactions, and provide technical assistance to various external entities who seek assistance in disposing of or acquiring property. This customer focused position requires strong verbal and written communication skills.
The agency provides enterprise business solutions for Executive Branch Agencies. DOAS has a hybrid work environment and telework is encourage with some days in the office required.
Job Responsibilities:
- Daily online review and processing of state agencies’ property disposal requests.
- Ensure that documents and items conform to prescribed procedures and standards
- Utilize your research capabilities to gather product information on the items that are unfamiliar
- Analyze each request and use independent judgment to determine the best course of action (transfer, sale, or destruction) needed for the property to achieve the optimal disposal results (maximize profits or cost avoidance)
- Use keen attention to detail and compose description of items for sale; organize and communicate item description for advertising in words that are clear and relevant to the property to optimize sale potential
- Process all disposal requests including internet sales transactions from start to finish; create product advertising descriptions to showcase items for sale; determine the most profitable place to advertise property. This requires daily telephonic and email communication with customers.
- Reconcile sales transactions to payments received.
- Perform other duties as assigned; may include processing property utilization and eligibility application information
Required Knowledge, Skills and Abilities:
- Excellent oral and written communication and presentation skills; strong interpersonal skills
- Strong analytic, problem solving and research skills
- Strong Microsoft Office skills especially Outlook, Word, Excel, and PowerPoint
- Ability to interact with customers at all levels
- Ability to follow-up and resolve issues, problems, or requests when appropriate
- Ability to pay attention to details
- Strong internet search/use skills
- Good customer service skills
- Technical competence to interpret and apply information to work tasks
- Ability to learn from written material such as manuals, functional area standard operating procedures, etc.
This position may require some travel.
Completion of a pre-employment background check is required.
DOAS is a hybrid work environment and telework is encourage with some days in the office required.
MINIMUM ENTRY QUALIFICATIONS:
Associate degree in business or related field from an accredited college or university and one (1) year of experience related to area of assignment.
Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over year.
PREFERRED QUALIFICATIONS: Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess one or more of the following items below. PLEASE CLEARLY INDICATE YOUR KNOWLEDGE OF THESE QUALIFICATIONS ON YOUR RESUME.
- Associates degree in business administration or related field with three years of experience to include business/product analysis, business operations support and data entry
- Bachelor’s degree in business administration or related field or related field and two years of experience to include business/product analysis, business operations support and data entry
- Three or more years of experience in business/product analysis, business operations support and data entry
- Intermediate level of proficiency in Microsoft Word, Excel, PowerPoint, Access and Outlook
- Government property disposal experience
- One year of professional internet sales experience
- National Property Management Association Certification
