State Plan Review Supervisor (Traffic Operations - 00129576)
STATE PROFILE SUMMARY: Under minimal supervision, provides senior expert professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. May supervise subordinates or serve as a lead worker providing training to lower-level staff.
JOB RESPONSIBILITIES:
- Supervises the Design Review and Project Concepts section of the Office of Traffic Operations. The Design Review and Project Concepts Section is responsible for reviewing Preliminary Field Plan Review (PFPR) and Final Field Plan Review (FFPR) plans sets, submitting comments for inclusion in the PFPR/FFPR reports, and representing the Office of Traffic Operations at PFPR/FFPR meetings.
- Responsible for reviewing concept reports and representing the Office of Traffic Operations at Concept Team Meetings.
- Additionally, the Project Design/ Concept Review Manager is responsible for maintaining and updating signing and marking related manuals, details, and specifications.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications.
STATE ENTRY QUALIFICATIONS:
- Bachelor's degree in a related field and three (3) years of job-related experience;
- or an Associate degree in a related field and four (4) years of job-related experience;
- or one (1) year of experience at position equivalent.
AGENCY SPECIFIC QUALIFICATIONS:
- Possess a Bachelor's degree in Civil Engineering or Civil Engineering Technology from an ABET accredited college or university and two years of related experience.
- Possess an EIT Certification.
- Experience reviewing Preliminary and Final Roadway Construction Plans and Plan Revisions for safety and operational deficiencies.
- Possesses comprehensive knowledge of traffic engineering design.
- Experience with driveway reviews, traffic signal studies, signing and marking recommendations.
- Experience coordinating the development of traffic engineering concept report.
- Experience in working with the ASSHTO Design Guide, the Roadside Design Guide, and the MUTCD.
- Experience planning, supervising, training and evaluating the work of subordinates and promoting a positive environment.
- Strong problem-solving skills with the ability to develop new insight into situations.
- Possesses the knowledge to identify, analyze and provide effective solutions for problems.
- Adapts quickly to new information, changing conditions, or unexpected obstacles.
- Effectively manages own priorities; setting well-defined and realistic personal goals.
- Strong customer orientation.
- Excellent interpersonal and communication skills
AGENCY PREFERRED QUALIFICATIONS:
- Possesses a Georgia Professional Engineer license.
- Experience preparing and presenting information to internal and external personnel.

In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
