STATE PROFILE SUMMARY: Under minimal supervision, provides senior expert professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. May supervise subordinates or serve as a lead worker providing training to lower-level staff.

JOB RESPONSIBILITIES:

  • Under limited supervision, this position will supervise signal maintenance activities, including emergency response, traffic signal specifications, and equipment purchasing and will report to the Assistant State Signal Maintenance Engineer.
  • Oversee all on-call signal maintenance and invitations to bid (ITB) for projects funded out of the office of Traffic Operations in support of Signal Operations Statewide and Metro programs.
  • Serves as a lead worker providing coordination with the districts for traffic signal maintenance needs, development, review, and recommendation of maintenance requests.
  • Oversee and optimize the statewide traffic signal asset management and maintenance task tracking tools.
  • Oversee the testing and acceptance of traffic signal products for the qualified/approved products list.
  • Assists with emergency response activities as it relates to traffic signals during emergency events and develops contingency plans.
  • Oversee equipment purchasing contracts and facilitate traffic signal equipment purchases for the Office of Traffic Operations. 
  • Assists with maintaining the 811 Locates ticketing platform and Service Area Manager.  
  • Leads the statewide deployment of electronic locks at signal cabinets. 
  • Oversee the maintenance and uptime of the signal fiber optic network. 

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications.

STATE ENTRY QUALIFICATIONS:

  • Bachelor's degree in a related field and three (3) years of job-related experience;
  • or an Associate degree in a related field and four (4) years of job-related experience;
  • or one (1) year of experience at position equivalent. 

AGENCY SPECIFIC QUALIFICATIONS:

  • Possess a Bachelor's degree in Civil Engineering or Civil Engineering Technology from an ABET accredited college or university and two years of related experience.
  • Possess an EIT
  • Demonstrated knowledge of traffic engineering.
  • Demonstrated knowledge of traffic signal design, maintenance, and operations,
  • Demonstrated knowledge of traffic signal specifications.
  • Demonstrated knowledge of engineering standards and guidelines specifically related to signals and signal maintenance.
  • Demonstrated ability to analyze data to make operational or design decisions.
  • Demonstrated experience analyzing and formulating solutions to complex design problems and recommending the best solution.
  • Demonstrated experience preparing and reviewing clear, organized written engineering documentation and reports. 
  • Displays a high level of professional and ethical conduct. 
  • Demonstrated ability to manage a contract, project or program and budgets.
  • Demonstrated ability to organize work including balancing resources to manage conflicting deadlines in a manner that achieves all project goals.   
  • Demonstrated experience to work independently of direct supervision and guidance
  • Ability to motivate and promote teamwork.
  • Ability to lead people and get results through others.
  • Ability to organize and manage multiple priorities.
  • Problem analysis and problem resolution at both a strategic and functional level.

 AGENCY PREFERRED QUALIFICATIONS:

  • Possesses PE (certification as a Professional Engineer)
  • Demonstrated ability to manage and train entry level engineers
  • Demonstrated ability to define and implement engineering solutions which address engineering deficiencies in transportation infrastructure.
  • Possess strong oral communication skills with the ability to express ideas and facts to groups and individuals.
  • Demonstrated experience interacting management within the Department, with the public, local and state government officials.
  • Demonstrated experience working and communicating with supervisors, local officials, engineering consultants, other Department of Transportation offices, Federal Highway Administration (FHWA) and the general public to meet their needs.
  • Negotiates effectively with internal and external clients, including consultants, to reach a mutually acceptable solution or contract which is responsive to the interests of the Department.  
  • Demonstrated knowledge of the organizational structure, policies, rules and regulations of the Georgia Department of Transportation.

Good Employment Standing: In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall e-Performance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
