GENERAL DESCRIPTION
The Georgia Department of Community Affairs (DCA) is a state organization dedicated to partnering with communities to help create a climate of success for Georgia's families and businesses. POSITION SUMMARY
This position is responsible for leading division-wide financial risk management, portfolio oversight, and recovery strategies across multiple state and federally funded programs. The role ensures the identification, monitoring, and resolution of at-risk or non-performing projects, while safeguarding public funds through financial analysis, compliance enforcement, and cross-functional coordination.
The Senior Manager serves as the central point of alignment between program areas, legal, and finance to support the recapture of investment funds, grants, or capital and ensure accountability across all funding portfolios
ESSENTIAL DUTIES AND RESPONSIBILITIES
Portfolio Oversight & Risk Management
- Monitors and evaluates at-risk, underperforming, and non-compliant projects across all division programs
- Maintains centralized tracking of financial exposure, compliance status, and project performance
- Establishes and enforce consistent escalation and resolution processes
- Provides routine reporting to executive leadership on portfolio risk and performance
Financial Analysis & Underwriting Review
- Conducts financial analysis, including review of cash flow, balance sheets, and capital structures
- Apply underwriting principles to assess project viability and funding risk
- Identifies early warning indicators and develops mitigation strategies
- Evaluates the State’s financial position relative to borrowers, grantees, and partners
Workout Strategy & Resolution
- Develops and implements restructuring strategies for distressed or non-performing projects
- Recommends repayment modifications, enforcement actions, or alternative resolutions
- Leads efforts to recapture investment funds, grants, or capital
- Provides recommendations and briefings to executive leadership
Compliance Enforcement & Legal Coordination
- Coordinates with the DCA Legal Department, Georgia Department of Revenue, and Secretary of State
- Manage claw-back / recapture processes across applicable programs, ensuring consistency and adherence to contractual and statutory requirements
- Supports enforcement of contracts, grant agreements, and bond requirements
- Issues notices of violation, default, or non-compliance
- Assists in legal enforcement actions and recovery efforts
Cross Division Coordination
- Works across Economic Development, SSBCI, Credit Services, Community Development, and CDBG-DR
- Aligns financial, legal, and program teams to ensure consistent risk management practices
- Collaborate with Accounting to track financial exposure and recovery activity
Compliance, Documentation & Audit Readiness
- Ensures all project documentation is complete, accurate, and audit-ready
- Maintains records to support audits, monitoring reviews, and legal proceedings
- Strengthens internal controls and documentation standards
Policy Development & Process Improvement
- Identifies trends in underperformance and systemic risk
- Recommends improvements to underwriting, monitoring, and compliance practices
- Supports development of division-wide financial risk management policies
MINIMUM QUALIFICATIONS
- Bachelor’s degree in Finance, Accounting, Business Administration, Economics, or a related field
- Five (5) years of experience in financial analysis, banking, underwriting, accounting, venture capital, or related field
- Experience analyzing and managing financial risk in complex funding environments
PREFERRED QUALIFICATIONS
- Master’s degree in Finance, Accounting, Business Administration, or related field
- Experience with state or federal funding programs (e.g., CDBG, CDBG-DR, SSBCI)
- Experience in loan workouts, restructuring, or distressed asset management
- Experience working with legal enforcement, compliance, or contract administration
- Knowledge of public-private partnerships, tax credits, or bond financing
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of financial analysis, underwriting, and capital structures
- Ability to evaluate complex financial data and identify risk exposure
- Ability to interpret and enforce contracts, agreements, and compliance requirements
- Skill in developing financial models and forecasting scenarios
- Ability to coordinate across multiple departments and stakeholders
- Strong written and verbal communication skills
- Ability to exercise sound judgment and decision-making in high-risk situations
SUPERVISORY CONTROLS
Works under general supervision with considerable independence. Exercises judgment in prioritizing work, managing risk, and recommending actions. Reports findings and recommendations to executive leadership.
WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)
This position is currently designated as a hybrid (part in-office and part remote/telework) position. This position is full-time (40 hours per week) and may require occasional overtime. Local periodic travel may be required.
PHYSICAL / SENSORY REQUIREMENTS:
Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operate a computer and other office equipment.
Must be able to remain in a stationary position 50% of the time.
