The Georgia Technology Authority (GTA) is currently seeking a Senior Officer for the Project Management Office.
The Georgia Technology Authority (GTA) currently manages the delivery of IT infrastructure services to 89 Executive Branch agencies and managed network services to more than 1,200 state and local government entities. IT infrastructure services encompass mainframes, servers, service desk, end user computing, disaster recovery and security. Managed network services include the state’s wide and local area networks, voice, cable and wiring, and conferencing services.

JOB SUMMARY:
Under broad supervision, guides Georgia Technology Authority (GTA) technical development by leading the development and implementation of integrated business/technology solutions. Implements GTA’s technology and/or operating business vision. Responsible for the development and implementation of the GTA business plan to support multiple GTA and/or state agency services.
RESPONSIBILITIES:
· Partners with agency leaders to develop an integrated IT strategy and business plan in compliance with state policy and legislation.
· Develops the business plan within their division, providing high quality service at optimal cost to customers. Partners with agency leadership to understand and define business needs.
· Oversees the review and monitoring of division performance, defining opportunities to improve efficiency and effectiveness.
· Implements approved quality initiatives for their division. Makes recommendations for quality improvements.
· Oversees the development and implementation of IT and service initiatives for the division to improve the performance of multiple business processes.
· Leads development of standards and changes to systems, applications, and/or services.
· Builds relationships, communicates division goals and objectives to internal and external stakeholders, and solicits feedback. Manages political relationships.
· Oversees human capital development for their division, ensuring that performance objectives are set, career development planning is provided, and employees are trained and educated.
· Makes hiring decisions and oversees the performance management and salary administration processes for their division.
· Develops and manages division budget and human capital resources according to plan.
· Analyzes and suggests new emerging trends and technologies and translates implications of the new technologies into an effective IT strategy.
· Makes and recommends buy vs. build decisions based upon dollar amount and other established processes and criteria. Negotiates highly complex contracts and establishes strategic relationships with key IT vendors.
· Performs all other duties as assigned.

AGENCY SPECIFIC QUALIFICATIONS:
Minimum Qualifications:
- Bachelor’s degree in business, information technology, public administration or related areas AND 10 years of business or IT experience AND 5 years of managerial experience or 2 years of GTA experience at the Office Director level and 2 additional years of managerial experience
- Must hold a Project Management certification through the Project Management Institute (PMI) as a Project Management Professional (PMP).
Note: A master’s degree in Accounting Finance, Business, Statistics or related field will substitute for one year of experience.
Preferred Qualifications:
(Preference will be given to candidates who, demonstrate some or all of the following skills/experience):
- Master’s degree or beyond in Business Administration, IT, Computer Science, Management Information Systems or a related field from an accredited college or university.
- Proficiency in at least two of the following areas with a minimum of five (5) years of experience in each area: IT Audit, Independent Verification and Validation (IV&V), PMO Lead, Project quality assurance, Systems audit, IT Procurement, Application Implementation/development.
- Experience with vendor management.
- Experience working with Portfolio / Project Management application.
- Private sector consulting experience.
- Organizational Change Management experience.
COMPENSATION/WORKER TYPE/ADDITIONAL DETAILS:
Hiring Salary: *$120,000- $144,300.00
Worker Type: Hybrid – State of Georgia Remote Work Option
*Current Georgia state government employees will be subject to SPB rule provisions.
