The Regulatory Compliance Division of the Georgia Department of Driver Services (“DDS”) is seeking a qualified Safety and Compliance Specialist to manage the Commercial Driver’s License (“CDL”) Unit.

The ideal candidate for this position should exhibit loyalty to DDS, possess a strong desire to learn, a strong desire to lead, the ability to multi-task, the ability to meet strict deadlines, the ability to remain calm under pressure, the ability to think outside-of-the box, and the ability to work across divisions to accomplish tasks.

This position is responsible for leading the CDL Unit; including, but not limited, to the following: Supervising and mentoring a team of professional CDL compliance analysts and administrative support staff

• Managing the certification and recertification process for commercial driver training school owners and instructors, as well as state CDL examiners, third-party CDL examiners, and third-party CDL testers

• Developing, scheduling, and supervising the execution of compliance audits

• Reviewing compliance audits

• Responding to customer questions and complaints by email and by phone

• Managing complaint investigations

• Using Microsoft Office to track performance metrics and benchmarking

• Coordinating and conducting various training classes

• Identifying and analyzing problems using sound and logical judgment

• Thinking outside-of-the-box in developing new and innovative processes and solutions

• Acting as a subject matter expert (SME) for all things CDL and conducting CDL research when required

• Interpreting and maintaining an excellent working knowledge of Federal Motor Carrier Safety Rules and Regulations, DDS Rules and Regulations, and state law

• Developing, implementing and reporting grant requirements

 

The incumbent will be expected to serve on task teams, workgroups, and projects. The incumbent will be expected to communicate and serve as a liaison with federal regulators, state officials, and internal and external business partners. The incumbent will be expected to develop training material, assist with training events and certification classes, and participate in various outreach efforts. Additionally, the incumbent will manage enterprise level projects including the Drug and Alcohol Clearing House (DACH), Exclusive Electronic Exchange (EEE), National Registry II, etc.

 

Demonstrated competencies needed to successfully perform this job include:

·       Ability to maintain strict confidentiality.

·       A solid working knowledge of Microsoft office software.

·       Excellent written and oral communication skills.

·       Ability to assist in conducting training sessions statewide.

·       Ability to inspect materials for compliance.

·       Ability to interpret federal and state laws, rules, regulations and guidelines.

·       Ability to make decisions with limited supervision.

·       Ability to use imagination to develop new and innovative processes and solutions

·       Excellent time management skills

·       Ability to prioritize and multi-task

·       A pre-employment background check is required for the selected candidate

Minimum Qualifications:

High school diploma/GED and four (4) years of job-related experience; or one (1) year of experience required at the lower level Safety & Compliance Spec 3 (RCP012) or position equivalent.

OR

Associates degree in a related field such as business, public administration, occupational safety, AND one (1) year of related experience interpreting and applying state laws, rules, and regulations in order to determine whether an applicant meets certain statutory requirements to hold a particular government-regulated credential, certification, or license.

Preferred Qualifications: Preference will be given to those applicants who have previous supervisory or team lead experience AND possess THREE (3) or more of the following preferred qualifications:

• An undergraduate degree from an accredited college or university

• A Class A or B CDL

• Current or former certified CDL Skills Test Examiner

• Experience issuing driver’s licenses

 

Conditions of employment:

Some in-state and out of state overnight travel is required. The selected candidate must possess a valid driver's license and be able to travel statewide. If applicable, candidate must be able to obtain a Georgia Class A or Class B CDL with P and S endorsements within 12 months of hire date and Certified Commercial Knowledge Examiner and Certified Commercial Examiner within 6 months of hire date. 

 

The selected applicant must also be able to physically maneuver under commercial vehicles of all types to conduct vehicle inspections. This position may also involve bending, lifting, and fueling commercial vehicles, performing outdoor activities, working in inclement weather, working holidays, and working around moving vehicles. The position will be primarily based out of DDS Headquarters in Conyers, Georgia.
