Job Summary: Under broad supervision, investigates and evaluates complaints related to discrimination or illegal practices in housing and employment. Ensures practices are in compliance with federal and state laws, rules, and regulations.  May serve as a lead worker.

 

Primary Duties & Responsibilities:

Under limited supervision, implement, administer, and monitor the Georgia Department of Transportation’s Equal Employment Opportunity (EEO), Affirmative Action and Disadvantaged Business Enterprise (DBE) programs. Ensure compliance with all federal and state laws, regulations, and policies, to include Titles VI and VII of the Civil Rights Act of 1964, the Americans with Disabilities Act (ADA) and 49 CFR part 26. Review, investigate and advise individuals regarding complaints, compliance, and expectations to ensure Agency policies and practices are compliant with federal and State laws. Monitors assigned contractors to ensure compliance with federal EEO guidelines and DBE considerations. Coordinates and conducts training for district employees for various EEO, Affirmative Action and civil rights issues. Implements, administers, and monitors the Georgia Department of Transportation’s Equal Employment Opportunity (EEO), Affirmative Action and Disadvantaged Business Enterprise (DBE) programs. Ensures compliance with all federal and state laws, regulations, and policies, to include Titles VI and VII of the Civil Rights Act of 1964, the Americans with Disabilities Act (ADA) and 49 CFR part 26. Reviews, investigates, and advises the district personnel regarding complaints, compliance, and training expectations.

 

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications

 

Entry Qualifications:

  • Associate degree in a related field from an accredited college or university AND three (3) years of specialized and related work, including preparing, implementing, or administering affirmative action plans; or two (2) years of experience at the lower level EEO Ofc 2 (RCP081) or position equivalent.

 

Agency Specific Qualifications (In addition to the State Entry Qualifications):

  • Possesses advanced level knowledge of Equal Employment Opportunity, Affirmative action, or Title VII.
  • Possesses strong interpersonal skills, is sensitive to cultural diversity, race, gender, and other individual differences in the workplace.
  • Possesses strong oral and written communication skills, effectively expresses facts and ideas to various audiences.
  • Demonstrated experience making sound and well-informed decisions.
  • Demonstrated experience identifying and developing effective solutions/alternatives to problems; Demonstrated experience managing own time and workload effectively.
  • Demonstrate experience working effectively with coworkers, managers, other department personnel, and external personnel in a professional, cooperative manner.
  • Displays a high level of commitment toward work and a high standard of ethical conduct.
  • Committed to providing quality customer service.
  • Demonstrated ability to adapt quickly to change; to work with others to find mutually acceptable solutions.
  • Demonstrated ability to apply new knowledge and skills in work performed to increase quality and efficiency.
  • Demonstrated ability in planning, directing, monitoring, and evaluating the work of others.

Agency Preferred Qualifications:

  • Working level knowledge of employee relations or grievance processes.
  • Experience in Internal (Equal Employment Opportunity) or External (Disadvantaged Business Enterprise) programs.
  • Demonstrated experience in interpreting, applying, and monitoring Equal Employment Opportunity laws and policies.
  • Demonstrated experience in administering a Disadvantaged Business Enterprise (DBE)/Women Business Enterprise (WBE) program.
  • Demonstrated experience in utilizing basic computer applications such as word processing programs.

 

 

IMPORTANT INFORMATION FOR ALL GDOT JOBS

The interview is just one part of the overall selection process and is not the only criteria used to make the final selection.  In addition to the interview, the final selection is based on the applicant’s work history and performance (documented in HR and/or Office files), PeopleSoft/employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation) and, for supervisory positions, demonstrated leadership skills based on past and current work history will be considered.  

Good Employment Standing: In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing.  Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion).  In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation.  Please note that Memorandums of Concern are not considered disqualifying factors.  Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
