DCH serves as the lead agency for Medicaid, oversees the State Health Benefit Plan (SHBP) and Healthcare Facility Regulation, impacting one in four Georgians. DCH is currently seeking qualified candidates for the position of Senior Manager, for HR Information Systems & Analytics in the Office of Human Resources & Support Services. This role has the primary responsibility for the optimization, sustainability, and scalability of HR systems and data insights. With a primary focus of assuring ongoing management and administration of the agency’s active HRIS systems, they will also lead a team of four (4) HR professionals who manage the time, leave, and benefits administration activities in support of the active state employees working within DCH.  They will also lead the agency in the pending migration from Peoplesoft HCM to Workday with a go live date of July 1, 2026. This is a hybrid eligible position that reports directly to the Director of Human Resources & Support Services, and the performance of these responsibilities may require frequent in-office presence.

Essential Responsibilities

  • Act as the subject matter expert for HR systems and data, leveraging their expertise to consult stakeholders across the business on uses of HR data or integrations.

  • Lead the team in the development of processes, policies, and workflows for data management and maintenance, establishes internal controls, and develops audit procedures to ensure data integrity Manage the overall HR technical calendar and roadmap across HR teams.

  • Collaborate with the HR Leadership team to develop meaningful metrics that provide actionable insights Ensure data infrastructure supports future growth and the integration of data for analytics and employee insights.

  • Support small to large cross- functional HR projects; individually contributing on related work packages, as well as playing a key central project management role, ensuring alignment across HR and working closely with business and technical teams for successful delivery.

  • Accountable for all reports and integrations delivered from HR systems to include conducting scheduled audits as outlined.

  • Provide customer service to HR, payroll, and management users with resolution of business systems issues, managing escalation to external application customer support as needed.

Areas of Oversight

Time & Leave Compliance: Oversight for processing employee lifecycle transactions (Onboarding to Offboarding) to validate data accuracy and manage changes where needed.  Initiate, review, and approve payroll actions to include leave payouts, partial pay, LWOPs and retroactive compensation where applicable. Assure accuracy for employee timesheets and schedules to include management of hybrid working agreements and policy compliance

Records Management: Oversight for the proper collection and containment of employee records throughout the employee lifecycle to include developing SOPs for accountability cross the larger HR team.

Personnel Transactions: Oversight for payroll confirm meetings to include auditing the payroll report to evaluate actions requiring immediate attention. Lead auditing of timesheets to include accuracy of leave balances. Auditing timesheets to ensure the proper use of leave to include the development of leave management best practices.

Benefits Administration: Oversight for employee benefits enrollment to include serving as the offices subject matter expert for the agency’s total rewards package to include medical, retirement, employee assistance, 401K, & Pension and any additional benefits related offerings.

Data Analytics: Oversight for monthly and quarterly dashboard updating to include agency specific report by office/division upon request. Maintaining reporting related to Succession Planning & Workforce Planning for the agency at large as assigned.

GA@Work Migration: Serve as primary point of contact in leading the agency in transitioning from Peoplesoft HCM to Workday.

MINIMUM QUALIFICATIONS:

High school diploma/GED and five (5) years of managerial or supervisory experience in human resources; or two (2) years of experience required at the lower level Mgr 2, Human Resources (HRM011) or position equivalent.

Preferred Experience

Five (5) to Ten (10) years of comprehensive HRIS Administration experience.

Previous experience managing or supervisor an HRIS team or related function within an HR department.

Bachelor’s in human resources, Public Administration, or Business Administration

Hands -on experience with full life cycle implementations such as an ATS, HRIS or HCM system

Advanced expertise in reporting applications and information management tools including, but not limited to MS Office, PowerBI and the Cognos reporting suite. Includes experience with lookup function, macros, pivot tables, excel formulas

Strong conceptual, analytical, and problem-solving skills
