The Georgia Department of Community Health (DCH) is one of Georgia’s four health agencies serving the state’s growing population of almost 10 million people. DCH serves as the lead agency for Medicaid and oversees the State Health Benefit Plan (SHBP), Healthcare Facility Regulation and Health Information Technology in Georgia for one in four Georgians.  Through effective planning, purchasing and oversight, DCH provides access to affordable, quality health care to millions of Georgians, including some of the state’s most vulnerable and under-served populations. Six enterprise offices support the work of the agency’s four program divisions. DCH employees are based in Atlanta, Cordele and across the state. 

The Georgia Department of Community Health (DCH) is currently seeking qualified applicants for a Human Resources Supervisor in the Office of Human Resources.  The Human Resources Supervisor serves as a working lead within the Office of Human Resources, providing day to day supervision and guidance to a small team of HR Generalists and support staff.  This position ensures consistent, timely, and compliant delivery of HR services to assigned divisions, including employee relations, recruiting, onboarding/offboarding, and performance management support.  The Human Resources Supervisor partners closely with the HR Business Relations Manager and team, as well as with division managers when needed, to align human resource operations with agency goals and policies.  This is a hybrid position that requires in office and remote work.  The key responsibilities require the Human Resources Supervisor to successfully perform the following:

  • Supervise and support an entry level Generalist and/or administrative staff, providing guidance, coaching, and workload prioritization.
  • Review and approve work products related to recruitment, classification, compensation, and employee relations for assigned divisions.
  • Partner with agency leadership to identify workforce needs, hiring plans, and provide consultative guidance on HR matters.
  • Support recruiting activities and ensure compliance with equal employment opportunity and agency hiring policies. 
  • Facilitate onboarding and offboarding activities to ensure a smooth transition for employees and maintain compliance with exit protocols. 
  • Track and assess performance management activities, assisting supervisors with evaluations, performance improvement plans, and corrective actions. 
  • Contribute to process improvements, data tracking, and HR reporting to enhance efficiency and consistency across divisions.
  • Collaborate with the HR Business Relations Manager and HR leadership on agency-wide initiatives, policy updates, and strategic workforce projects.

     

     

    Minimum Qualifications:

     

     

    High school diploma/GED and seven (7) years of professional human resource experience, which includes three (3) years in a lead worker, team leader, or supervisory role; or one (1) year of experience required at the lower level HR Generalist 4 (HRP014) or position equivalent. Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.

Preferred Qualifications

(Preference will be given to candidates who, in addition to meeting the minimum qualifications, demonstrate some or all of the following skills/experience):

  • Bachelor’s or Master’s degree in Human Resources, Business Administration, Public Administration, or related field AND four (4) years of related experience.

  • Four (4) years of progressively responsible professional HR experience, including at least one (1) year in a lead or senior-level role.

  • Demonstrated knowledge of HR policies, state, and federal employment laws.

  • Proficiency with HRIS systems and tools (e.g. PeopleSoft, Workday, NEOGOV).

  • Ability to collaborate with cross functional teams and multi-disciplinary projects.

  • Excellent Planning and Organization Skills.

  • Exceptional Interpersonal Communication skills.

  • Advanced Experience using MS Word, Excel and Outlook.

  • Ability to maintain confidentiality.

  • Possesses good judgment and must be a team player.
