Facility/Maintenance Manager - Central Office - Decatur, GA (ADM)
Job Summary:
Leads facilities maintenance team with engineering activities, performing tasks related to the design, renovation, repair and maintenance of facilities or other structures. Develops strategic and long-term construction plans for the agency or institution. May develop internal procedures, applying sound principles used throughout the building and maintenance trades. Directs subordinate supervisors and staff. May require maintaining 24-hour emergency on call availability.
Primary Duties & Responsibilities:
- Interviews, hires, directs, trains, evaluates the performance of, and when necessary, disciplines and discharges employees
- Manages human resources and directs administrative activities Administers contracts and responds appropriately to legal issues Coordinates emergency maintenance concerns
- Coordinates physical facility activities for construction, capital outlay, and major repair and maintenance projects
- Develops maintenance operating policies, objectives, and priorities consistent with applicable state and federal laws
- Ensures the timely preparation, documentation, and submission of construction and maintenance reports
- Establishes long and short-term objectives and priorities for the department relating to the design, construction, engineering, and repair and maintenance projects
- Oversees contractors to ensure compliance with contract specifications
- Performs inspections of physical facilities and maintenance systems
- Provides cost estimates and enforces strict budgetary controls for project costs
- Provides direction to construction project management staff in the development of plans, schedules, and budget evaluations for construction assignments statewide
- Coordinates operational/maintenance plants servicing facilities
- Directs through consultants, service contract companies or staff the design and construction of new buildings, perimeter construction around facilities and/or the alteration, modification, or upgrade of existing facilities, buildings, and operational and plant components
- Conducts technical analyses and studies to determine infra-structure, facility, and physical plant needs on a department-wide and/or statewide basis
- Serves as lead to administer the provisions of contracts and works with architects, engineers, contractors, consultants, and construction crews to ensure project and contract requirements are met
- Reviews plans and specifications and conducts onsite inspections
- Will be some traveling to different DJJ facilities.
- Must be able to be on call 24/7
Minimum Qualifications:
- High school diploma/GED and eight (8) years of experience in maintenance and/or general building construction, which includes two (2) years in a managerial or supervisory role.
- Or two (2) years of experience at the lower level Mgr, Facilities Maint/Const (FEP030) or position equivalent.
Preferred Qualifications:
- Five (5) or more years` computer experience including CADD, CMMS, Cost Management Systems, and Kronos or similar use of Project management and/or Microsoft Office Software.
- Five (5) or more years’ experience managing detention renovation projects, all areas of general construction including site work, MEP system, and Security Systems (Control/Panels/ CCTV Technology).
- Five (5) or more years` experience in managing new detention construction projects from site work to building/structure completion and installation of MEP Systems.
- Knowledge and experience overseeing capital projects and Contract Administration.
- Detailed knowledge of building codes, life safety codes, fire codes, ADA requirements, ACA requirements, and MEP requirements.
