General Description

Overview of Job:
The Facilities Manager is responsible for overall operations and maintenance of our State-owned facility as well as oversight of facilities for tenant occupied regional offices. This position manages building vendors and contractors including, but not limited to, janitorial, security, HVAC, access, plumbing, electrical, utilities, etc. The Facilities Manager is also responsible for maintaining and adhering to budgets, including annual operating and 5-year capital expenditure forecast. The Facilities Manager requires a high level of interpersonal skills, as there is frequent interaction with internal customers, external customers and vendors and various levels of Agency leadership.
Agency Specific Preferred Qualifications:
Associate's degree from an accredited college or university AND Two years of related experience OR Four years of related experience.
Strong computer skills including Microsoft Office Suite
Experience in commercial facilities management
Experience managing vendors, contractors
Project management knowledge/experience, particularly as it relates to facility projects (renovations, moves, build-outs, etc.)
Knowledge of state and federal regulations related to building operations
Demonstrated skill in interpersonal relations, flexibility, adaptability, self-direction, and decision-making
Demonstrated skill in providing exceptional customer service
Ability to exhibit strong oral and written communication and organization skills
Must be detail oriented and organized
Must possess excellent customer service skills and work well under pressure
Ability to multi-task, meet deadlines, and work in a fast-paced environment
Job Duties and Responsibilities:
Areas of responsibility include, but not limited to:
Building Access and Security
Building Maintenance and Repairs (HVAC, Plumbing, Electrical, Janitorial, Landscaping, Utilities, etc.)
Management of Admin Service Functions including event setup, paper distribution, janitorial supplies, etc.
Internal moves: coordination with vendor, as appropriate
Office signage (nameplates)
Management and administration of fleet and other physical assets
Accounts Payable – Invoice review and prepare Disbursement Requests for area of responsibility
Creation, maintenance, and adherence to annual operating budget and 5-year capital expenditure plan
Liaison for Agency with State Properties Commission
Deliver Active Shooter Training
Respond politely and courteously to customer inquiries via email and telephone and make sure that any problems they have is resolved
The ideal candidate will take a proactive approach to facility management and maintenance and will have the desire and capability to perform a variety of tasks rather than contract out. (Examples include hanging whiteboards, small furniture moves, etc.)
Perform other related duties, as assigned
Working Conditions for Facilities Manager: (travel, hours, environment)
This position is full-time salaried exempt
Occasional travel required throughout state, including car travel
While performing the duties of this job, the employee will work primarily in a climate-controlled environment with minimal safety/health hazard potential
Physical/Sensory Requirements for Facilities Manager
Medium Work – Ability to exert 20-50 pounds of force occasionally, and/or 10-25 pounds of force frequently, and/or greater than negligible up to 10 pounds of force constantly to lift, carry, push, pull, or otherwise move objects. The employee is often required to use their hands and fingers, to handle or feel. WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)
This position is currently designated as an in-office position. This position is full time (40 hours per week) and may require occasional overtime. Local periodic travel may be required.

Must be able to establish and maintain effective working relationships with employees, tenants, and community agencies and other entities that provide services.

High school diploma/GED and eight (8) years of experience in maintenance and general building construction, which includes one (1) year in a managerial or supervisory role; or two (2) years of experience at the lower level Construction Spec Spv (FEP053) or position equivalent.
