Description of duties: Under general supervision, processes personnel and/or position actions and resolves related problems. Provides information to agency staff regarding transactions or other routine personnel issues. Maintains compliance with federal and state regulations concerning employment. May process payroll information, distribute pay checks, perform benefits enrollments and/or claims processing, maintain agency leave record, or perform other routine personnel or clerical functions.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications
STATE ENTRY QUALIFCATIONS:
· High school diploma or GED AND One year of experience performing human resources related functions
OR
· High school diploma or GED AND One year of post‐secondary education at an accredited college or university.
AGENCY MINIMUM QUALIFICATIONS:
· Experience in Human Resources/Personnel that involved primary responsibility for at least one personnel function (e.g., transactions, time and leave, insurance benefits, workers compensation, etc.)
· Proficiency in working with computer software applications such as Microsoft Office Suite
· Demonstrated ability to manage multiple priorities, organize work, set priorities and determine objectives and strategies to achieve them
· Demonstrated ability to handle/process confidential information
· Ability to ensure integrity and accuracy of employee data in the HRMS system (New Hire, Promotion, Transfers, Terminations, Re-hires, etc.)
· Demonstrates strong analytical skills and is detail-oriented
· Demonstrated experience identifying and analyzing problems; gathering, interpreting, and evaluating information to determine its accuracy and relevance
· Demonstrated ability to use sound judgment to resolve HR transactional issues
· Demonstrated ability to work well with others to achieve team projects
· Displays high standards of ethical conduct and a high level of commitment toward performing work
· Demonstrated ability to communicate effectively with others in a courteous, professional manner
· Possesses excellent oral and written communication skills

AGENCY PREFERRED QUALIFICATIONS:
· Experience in Human Resources in Government in one or more of the following areas: benefits, timekeeping, and/or personnel transactions.
· Knowledge of State HR policies, processes, and practices.
· Knowledge of or experience with PeopleSoft (HCM) or similar employee data management application
· Ability to present oral instructions/information about the health benefit programs to an audience
· Ability to present information and answer questions at New Employee Orientations
· Ability to adapt to changing priorities in a goal based and/or deadline driven work environment

Good Employment Standing:
In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall e-Performance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
