SUMMARY
The CoC Program Team Lead, OHSN is responsible for supporting the functions of the Georgia Balance of State Continuum of Care, their participating agencies, grantees, and the Board of Directors. The responsibilities of the CoC Program Team Lead will include oversight of all CoC planning activities, CoC Governance (including CoC Board, CoC membership, and Committees), Regional Body coordination, and relationship building. The CoC Program Team Lead is responsible for ensuring the success of the program by organizing resources and personnel, monitoring progress, and developing strategies to achieve program goals. The position will further CoC goals by building and maintaining strong relationships with community stakeholders and partners as well as funded and non-funded programs. The CoC Program Team Lead will work to ensure that HUD regulations are followed and that supportive practices and responses for people who are experiencing homelessness are developed and maintained. The CoC Program Team Lead will oversee the day-to-day activities of the CoC Program Team, including two CoC Program Coordinators, CoC Data Analyst, and CoC Youth Homelessness Specialist.
JOB RESPONSIBLITIES
- Assist in the development of and ensure the implementation of strategies designed to reduce homelessness in the State, in consultation with the BoS CoC Board of Directors, general membership, other state agencies, providers, and representatives of local governments and other partners as relevant.
- Assist in the facilitation of the annual CoC funding competition, including the annual review and ranking process for renewal and new project applications.
- Support the completion and submission of the annual CoC Consolidated Application for funding from HUD.
- Review and support the submission of required federal reports associated with the Balance of State CoC.
- Assist in the development of and ensure the implementation of a performance monitoring process for funded agencies to ensure optimal performance and compliance with key HUD regulations
- Ensure performance monitoring of funded partners, including Housing First Assessments.
- Assist in the planning of and ensure execution of an annual training program for all CoC grantees and stakeholders.
- Support Balance of State CoC efforts to address homelessness among youth and other high priority subpopulations.
- Support Balance of State CoC efforts to address and prevent racial disparities within the system.
- Review and ensure the update of internal and external documents, such as CoC standards to support annual processes and requirements.
- Ensure coordination of the regular meetings of the Balance of State COC Membership and CoC Board
- Provide administrative support and coordination to committees established for the CoC.
- Maintain up-to-date knowledge of industry best practices and Housing and Urban Development (HUD)
- Support the development and maintenance of partnerships across the Balance of State that benefit the growth of the CoC membership and the development of a continuum of homeless, housing, and prevention services across the state.
- Professionally represent DCA and the Balance of State CoC in public forums.
MINIMUM ELIGIBILITY REQUIREMENTS
- Bachelor’s degree and/or minimum three years of progressive experience in planning, nonprofit administration, public policy, business, or related field.
Preferred Qualifications
Preference will be given to applicants who in addition to meeting the agency specific minimum qualifications possess at least one of the following:
- Master’s degree
- Experience working directly with HUD CoC and/or ESG funding
- Knowledge of coordinated entry for homeless services, as defined by HUD
- Experience preparing federal funding applications, as well as managing and reporting on secured funding; preference for experience with HUD.
- Experience of strategy development towards ending homelessness
- Experience with data analysis of HMIS or comparable data set
- Experience supervising individual contributors to a multi-site project
- Experience in grant writing

- Proficiency in technology, including online databases, web conference services, and funding application systems.
- Valid driver’s license and ability to travel within the CoC’s geographic area.
WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)
- This position is exempt, knowing it may include hours which exceed eight hours in a day or forty hours in a week.
- This position is a hybrid work position with three days on site in the office and two days of optional teleworking.
- This position does not offer full remote work hours.
- Occasional travel required including air and car travel
- While performing the duties of this job, the employee will work primarily in a climate controlled environment with minimal safety/health hazard potential
Physical / Sensory requirements:
Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operates a computer and other office equipment.
Must be able to remain in a stationary position 50% of the time.

Must be able to operate office equipment.
Must be able to establish and maintain effective working relationships with employees, tenants, and community agencies and other entities that provide services.
