Position Overview

The Operations Manager is responsible for the planning, coordination, and oversight of the Georgia Department of Audits and Accounts’ operational and administrative support functions. This position manages the department’s facilities, fleet, safety, emergency preparedness, records management, administrative support staff, and general administrative operations across both the Atlanta headquarters and regional offices. The Operations Manager also provides analytical support to the Finance Director and division leadership on operational processes, cost utilization, and future needs assessment.

The Operations Manager will serve as the single point of accountability for non-financial operational functions, freeing the Finance team to focus on accounting and financial management.  This position is hybrid and will require 2 days a week in the Atlanta office.

What you will be doing

Operations Analysis & Advisory

     Analyzes processes and procedures in areas of responsibility to evaluate utilization, estimate cost, and to assist the Finance Director and division management with assessing future needs.

     Identifies opportunities to improve operational efficiency, reduce costs, and strengthen service delivery across the department.

     Prepares reports, summaries, and recommendations for leadership on operational matters.

Facilities Management

     Manages oversight of Department facilities for both the Atlanta headquarters and all regional offices.

     Administers regional office lease agreements, including tracking key dates, coordinating renewals, and serving as the primary liaison with landlords and property contacts for building issues and repairs.

     Reports building problems to the Georgia Building Authority (GBA) and coordinates with appropriate personnel for repairs; reviews completed repairs for functionality.

Fleet Management

     Oversees fleet operations for the Department, including all Department-owned and state-assigned vehicles.

     Provides fleet management training for new and existing staff; ensures State and Department fleet management policies are current and communicated to all relevant staff.

     Coordinates activities related to the request for new vehicles or the disposal of existing vehicles in accordance with State policies.

Risk Management & Safety Coordination

     Serves as the Department Safety Coordinator.

     Oversee the Department’s risk management program, including insurance policy administration and compliance reporting.

Emergency Preparedness & Continuity

     Serves as the Department’s Emergency Coordinator.

     In the event of a disaster, serves as a member of the incident management team; assists in evaluating the disaster and leads preparation for disaster recovery in areas of operational responsibility.

Records Management

     Acts as the liaison with internal directors and the Georgia Archives to ensure that all records are created, stored, archived, and destroyed in accordance with approved retention schedules and applicable law.

     Maintains the Department’s records inventory, including all active and inactive records series, across both physical and electronic formats and across all Department locations.

     Evaluates the Department’s current records management policies and recommends improvements to ensure ongoing legal compliance, operating efficiency, and proper stewardship of public records.

Administrative & Event Coordination

     Plans and coordinates meetings, trainings, and other events held in and around the Atlanta office and regional office areas, including food ordering, room setup, and parking logistics for hybrid staff traveling to the main office.

     Manages office supply ordering and coordinates shipment of supplies to staff not located near the main office and to regional offices.

     Serves as the operational point of contact for building-related vendor relationships for facilities coordination across locations.

Position Requirements

Minimum Qualifications

     Bachelor’s degree in business administration, Public Administration or a closely related field required.

     Three (3) to five (5) years of progressively responsible experience in operations management, facilities management, or administrative services.

     Intermediate experience with Office 365 (primarily Word, Excel, PowerPoint)

     Demonstrated experience in at least two of the following: lease administration, fleet management, risk management programs, emergency preparedness coordination, or records management.

     Strong organizational skills with the ability to manage multiple projects and functions simultaneously.

     Effective written and verbal communication skills; ability to work with leadership, staff, landlords, vendors, and state agency contacts.

     Proficiency with standard office productivity software and operations/facilities management tools.

Preferred Qualifications

     Master’s degree (MPA, MBA, or MS in Operations or Facilities Management) preferred given the multi-site, multi-function scope of this role.

     Experience working in state government, a public sector agency, or a similarly regulated environment.

     Familiarity with Georgia Building Authority (GBA) processes and state fleet management policies.

     Experience with emergency management, NIMS/ICS frameworks, or serving as an agency safety or emergency coordinator.

     Experience with state or agency records management programs and retention schedule compliance.
