GENERAL DESCRIPTION:

The Department of Administrative Services is the State of Georgia’s enterprise solution for human resources administration, surplus property, risk and fleet management and state purchasing. Through the efforts of our employees, we provide enterprise leadership, business services and solutions to help state entities improve organizational efficiency, workforce performance and policy compliance.

 

DOAS is seeking a functional Business Analyst to join the Human Resources Administration Enterprise Benefits Division. The preferred candidate must have experience in one or more HCM-related modules, preferably HCM, Benefits, or Payroll in an Enterprise Resource Planning platform. The incumbent will work closely with Functional and Technical teams to support the state’s benefits. The incumbent will provide high-quality support and leadership for the optimal design and configuration of the system to assure maximum benefit to our customers. Job Responsibilities:

  • Analyze and document business processes. Work collaboratively with cross-functional teams to ensure business processes are effective and efficient.

 

  • Gather requirements. Analyze information to determine the nature and extent of customer requirements and concerns. Translates business needs into functional business requirements related to employee benefits.

 

  • Recommend processes for optimization. Drive efficiency, effectiveness, and user satisfaction within the Benefits function. Support ongoing software release processes for benefits. Analyze HR data to identify trends, patterns, and areas for improvement. Analyze upgrades and new technology releases to determine and communicate their impact on business users. Assist in the development of standards and procedures used in the development of new or enhanced systems.

  • Participate in testing. Participate in testing system defect corrections and enhancements for functional, integration, and user acceptance testing.

     

    • Troubleshoot and resolve issues. Analyze data to determine the root cause of any issue and communicate with the business and technical team as needed. Serve as a liaison between assigned business units of DOAS, vendors (internal and external), and the technical team to provide technical support in the maintenance or enhancements of systems.

     

    • Support data management and reporting. Apply a variety of analytical and research techniques to solve business problems, including reviewing reports and comparing data. Generate reports to provide insights to HRA leadership for decision-making purposes.

     

    • Support Change Management. Determine impacts and help develop change management and communication plans for transition to new or upgraded systems.

     

     

     

    Required Knowledge, Skills and Abilities:

     

    • Strong data analysis and problem-solving skills.
    • Ability to determine and effectively document functional needs and business requirements using Word, PowerPoint, and Visio.
    • Intermediate to advanced skill level knowledge in Excel.
    • Excellent organizational skills with the ability to focus on results to meet multiple deliverables and critical deadlines.
    • Strong presentation, interpersonal, communication, project management, and documentation skills.
    • Exceptional critical thinking and problem-solving with high attention to detail.
    • Use of sound judgment in assessing situations and problems.
    • Demonstrated ability to manage multiple high-priority issues simultaneously.
    • Ability to successfully work independently, as well as within a team environment.
    • Excellent rapport and relationship-building skills.

     

    This position may require occasional travel.

    Completion of a pre-employment background check is required.

    Telework is encouraged with some days in the office required.

    MINIMUM ENTRY QUALIFICATIONS: 

    Associate degree in business or related field from an accredited college or university and two (2) years of experience related to area of assignment; OR one (1) year of experience required at the lower level Busi Support Analyst 1 (GSP130).

     

    Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.

PREFERRED QUALIFICATIONS:  Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess one or more of the following items below. 

·         4 years of experience in business analysis and/or supporting software applications. 

·         Experience with Workday, Alight, and/or Oracle Service Cloud CRM administration.

·         Experience administering SharePoint sites.

·         Experience supporting benefits for the public sector.

·         Experience supporting HCM systems.
