What will you do?
As a Budget Analyst, you will diligently work to develop, analyze, and/or revise budgets and supporting schedules for assigned organizations and program areas, recommend appropriate courses of action to management, and perform expenditure analyses for management review.

Which qualifications are required?
Level 1: Associate degree in public administration, business administration, accounting, or finance from an accredited college or university; OR Two years of fiscal analysis job-related experience.
Level 2: Associate degree in accounting, business/public administration, or finance from an accredited college or university AND two years of fiscal analysis job-related experience
OR Four years of fiscal analysis job-related experience
OR Two years of experience at the lower-level Budget Analyst 1 (FIP010) or position equivalent
Primary Duties and Responsibilities:
· Analyzing agency budgeting and accounting reports/requests to maintain expenditure controls.
· Developing policy and budget-related initiatives while making recommendations based on analysis.
· Consulting with management to ensure that budget adjustments are made in accordance with program changes.
· Developing, preparing, analyzing, and/or revising annual operating budget, capital and/or zero-base budgets and supporting schedules in accordance with appropriations and departmental instructions.
· Examining budget estimates for completeness, accuracy, and conformance with procedures and regulations.
· Maintaining financial records and documentation.
· May assess financial data to determine the resources required to implement a program, or to analyze trends
· May prepare and compile statistical analyses, projections, costing, or plans and prepare budget amendments
· May request budgetary codes, track physical inventory or record/audit expenses, or document use of funds and adherence to budget allocations.
· Monitoring budgets and identifying variances, surplus or deficit amounts, and solutions.
· Performing cost-benefit analyses.
Essential Criteria:
· Experience - A minimum of two years of experience in one or a combination of the following functions:
o Accounting
o Finance
o Budget
· Teamwork and Cooperation: Demonstrated ability to promote and work in a team atmosphere, be inclusive of all team members, and work well with co-workers & leadership
· Judgment and Decision Making: Demonstrated ability to weigh the needs of the taxpayers and the department to decide the best course of action for all parties
· Accountability: Demonstrated ability to accept responsibility for one’s actions with honesty and integrity, while maintaining credibility and remaining committed to organizational success
· Customer Service: Demonstrated ability to appropriately address internal & external customer issues while respecting business needs Good verbal and written communication skills
· Results Orientation: Demonstrated ability to meet deadlines to achieve performance goals, while focused on efficient & effective problem resolution
· Experience using Peoplesoft Financials or similar software for financial analytics
Level 2:
Preferred Criteria:
· Bachelor’s degree in Public Administration, Business Administration, Accounting, Finance, or other related areas
· Current or prior employment with a State Agency in a Budget Analyst I or Accounting Technician role
Level 2:
· Budget Comparison, Exceptions and Error Reports, (AR, AP, GL, AM)

*DoR temporary associates must have completed at least 6 consecutive months on the current assignment for consideration.
This is a hybrid position. The Budget Analyst position operates out of the assigned office and have the ability to telework.
