OVERVIEW

The Georgia Department of Public Safety (DPS) employs approximately 1600 employees and oversees the day-to-day operations of the Georgia State Patrol (GSP), Capitol Police and the Motor Carrier Compliance Division (MCCD). GSP troopers investigate traffic crashes and enforce traffic and criminal laws on the state's roads. Capitol Police officers prevent and detect criminal acts and enforce traffic regulations throughout Capitol Hill. MCCD officers conduct safety inspections of commercial motor vehicles and inspect highway shipments of hazardous materials.

Job Vacancy Announcement: Purchasing/Procurement Agent

Location: Georgia Department of Public Safety Headquarters – Atlanta (Fulton County)

Pay Grade: I

Salary Range: Up to $73,287.00.

Note: The selected candidate will be hired at the level (Purchasing/Procurement Agent 1, 2, or 3) that best matches their education and experience, and the salary will be commensurate with experience.

The Georgia Department of Public Safety (DPS) oversees the day-to-day operation of the Georgia State Patrol (GSP), Capitol Police, and the Commercial Vehicle Enforcement Division (CVE). We currently have a challenging and rewarding opportunity for a Purchasing/Procurement Agent in the Purchasing Unit of the Department of Public Safety.

The Purchasing Unit is responsible for the purchasing of all goods, supplies, and services for the Department of Public Safety. The Purchasing/Procurement Agent will participate in on-going category and vendor performance management. They will typically be responsible for the purchasing activities for the agency.

Key responsibilities:

  • Purchases supplies, equipment, and services necessary for the operation of the agency, division, or office. Creates purchase orders from requisitions entered by other employees. Obtains appropriate documentation to support the purchase order. Reviews purchase orders to ensure the requestor selected the correct NIGP code(s) and chart fields based on the item purchased and the location.
  • Monitors open Purchase Orders to determine what needs to remain open and what can be closed. Assists with data cleanup activities.
  • Develops or assists in the development of documents such as Request for Quotes (RFQs).
  • Participates in the vendor response evaluation process. Develops financial and technical evaluation documents. Conducts analysis of vendor responses. May support the strategic sourcing teams in more complex solicitations, using RFQ tools, state systems, and other electronic tools.
  • Utilizes tools to track and document spend and savings information in accordance with standard format. Generates reports as needed.
  • Provides training and communicates policies and information pertinent to purchasing procedures, as appropriate, to other employees.
  • Understands the fundamentals of developing and capturing best practices and lessons learned. Documents and applies best practices and lessons learned in accordance with established formats.
  • Develops and applies professional knowledge of the procurement field to include the Georgia Procurement Manual (GPM) and related rules and regulations. Develops an awareness and understanding of legal implications and possible complications. Attends appropriate training.
  • Responsible for all DPS copier lease contracts and creation of new copier POs for each fiscal year.

                                                                                                                                                                                                                                            

This position provides for a healthy work/home life balance with working hours Monday thru Friday and the possibility of flexible hours.

Preferred Qualifications:

  • Two years of experience in a State of Georgia purchasing office/environment that utilizes TGM/PeopleSoft.
  • Possesses certifications in GCPA, GCPCA, and GCPM.
  • Experience with P-Card.
  • Proficient in Microsoft Office Suite, especially Excel.
  • Strong interpersonal and communication skills to assist non-technical users.
  • Ability to learn and adapt to new technologies and support others in doing the same.
  • High attention to detail, time management, and ability to prioritize effectively.

Selected applicant must pass a pre-employment background investigation. This includes a review of criminal, driver’s, and credit history. No polygraph examination is required for this position.

Associate degree in accounting or business, or a directly related field from an accredited college or university; or Technical diploma in accounting or business and one (1) year job-related experience in a procurement environment; or one (1) year of experience at the lower level Procurement Agent Trainee (FEP019) or Procurement Technician (FET112) or position equivalent. Note: Some positions require Georgia Procurement Manual area-specific certification(s).
