OVERVIEW

The Georgia Department of Public Safety (DPS) employs approximately 1600 employees and oversees the day-to-day operations of the Georgia State Patrol (GSP), Capitol Police and the Motor Carrier Compliance Division (MCCD). GSP troopers investigate traffic crashes and enforce traffic and criminal laws on the state's roads. Capitol Police officers prevent and detect criminal acts and enforce traffic regulations throughout Capitol Hill. MCCD officers conduct safety inspections of commercial motor vehicles and inspect highway shipments of hazardous materials.

GENERAL DESCRIPTION

POSITION OVERVIEW

 

The Manager of Purchasing and Procurement is a key leadership role within the Office of Procurement at both the Georgia Department of Community Affairs (DCA) and the Georgia Housing and Finance Authority (GHFA). Reporting directly to the Director of Procurement, this position carries delegated authority to execute procurement actions on behalf of both agencies. The ideal candidate combines deep technical expertise in public procurement with proven leadership capabilities, sound judgment, and a strong commitment to compliance and ethical standards.

As the Manager of Purchasing and Procurement, you will lead a team that directly supports the agency mission and vision by ensuring responsible, transparent, and efficient use of public resources. You will have the opportunity to shape procurement strategy, develop staff, and drive continuous improvement across both agencies.

 

KEY RESPONSIBILITIES

Leadership & Supervision

        Supervise procurement staff and oversee day-to-day operations across the full procurement lifecycle, from requisition through contract execution.

        Lead all supervisory activities including hiring, onboarding, performance evaluation, professional development, corrective action planning, and leave approvals.

        Develop the capabilities of direct reports by identifying skill gaps, creating individualized development plans, and ensuring access to training, mentorship, and growth opportunities.

        Foster a learning-oriented environment that encourages continuous skill-building, cross-training, and leadership readiness within the department.

        Assign and review requisitions, purchase orders, and Procurement/Solicitation Request forms.

        Support the Director in managing daily operations, work assignments, and productivity monitoring.

        Conduct procurement training for agency staff on rules, regulations, and procedures.

        Represent the Procurement and Purchasing department at internal and external meetings.

        Serve as the central point for day-to-day operational workflows and escalations, ensuring issues are resolved promptly and effectively.

        Identify operational inefficiencies, bottlenecks, and areas of risk across procurement and agency.

Compliance & Georgia Law

        Ensure all procurement activities comply with Georgia state procurement laws, the Georgia Procurement Manual, and applicable ethical standards.

        Apply and document competitive procurement methods in accordance with DOAS requirements.

        Post competitive solicitations in Team Georgia Marketplace and the Georgia Procurement Registry.

        Identify and address areas of non-compliance; develop and document corrective action plans.

        Maintain all required state procurement records for transparency and public accountability.

        Advise the Director, General Counsel, Deputy Commissioners, and Division Directors on regulatory changes impacting agency operations.

        Serve as Agency State Purchasing Card Administrator, maintaining compliance oversight across the organization.

Sourcing, Contracting & Supplier Management

        Direct staff in all aspects of procurement and contracting activities, including competitive and non-competitive solicitations, and contract management.

        Develop solicitation documents including RFQ, RFP, RFQC, RFI, and Sole Source justifications.

        Build and manage business relationships with key suppliers to drive effective sourcing outcomes.

        Resolve protests, disputes, and supplier performance complaints in a timely and professional manner.

        Support staff in negotiating, interpreting, administering, and maintaining complex contracts, ensuring vendor responsibility, responsiveness, and compliance.

        Analyze forecasted purchases to identify items requiring competitive bidding processes.

        Serve as the Small Business liaison for DCA and GHFA.

        Identify and implement procurement best practices to improve effectiveness and efficiency.

 

MINIMUM QUALIFICATIONS

        Bachelor's degree in a related field from an accredited college or university and two (2) years of experience managing professional-level staff; or six (6) years of related professional experience and two (2) years of experience managing professional-level staff.

Note: A combination of education and experience may be considered at the agency's discretion.

 

REQUIRED & PREFERRED CERTIFICATION

 

Required Experience

        Hands-on experience developing and administering RFQs, RFPs, and Sole Source procurements.

        Working knowledge of Georgia's State Purchasing Card (P-Card) program.

 

Candidates must hold or obtain the following Georgia-specific certifications within 6 months of hire:

        Georgia Certified Purchasing Associate (GCPA)

        Georgia Certified Purchasing Manager (GCPM)

        Georgia Certified Purchasing Card Administrator (GCPCA)

 

Nationally recognized certifications are strongly preferred:

        Certified Public Procurement Officer (CPPO)

        Certified Public Procurement Buyer (CPPB)

        NIGP Certified Procurement Professional (NIGP-CPP)

 

PREFERRED QUALIFICATIONS

        Demonstrated experience managing procurement operations in a government or public-sector environment.

        2+ years of PeopleSoft Financials experience.

        Strong leadership, analytical, and interpersonal communication skills.

        Proven ability to lead process improvement initiatives, manage change effectively, and supervise team through complex projects.

        Experience analyzing cost, quality, and performance data to guide decision-making and vendor selection.

        Commitment to ethical standards and public accountability.

        Proficiency in Microsoft Office applications Excel, Word, Outlook, PowerPoint, SharePoint, Teams, and Planner.

 

WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)

This position is currently designated as a remote (remote/telework) position.  This position is full-time (40 hours per week) and may require occasional overtime. This position may require occasional reporting to the office for training, bidder’s conferences, and validation meetings.  The candidate must reside within the state of Georgia.

 

 

PHYSICAL / SENSORY REQUIREMENTS:

Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operate a computer and other office equipment.

Must be able to remain in a stationary position 50% of the time.

Must be able to perform office-related duties.

Must be able to operate office equipment.

Must be able to establish and maintain effective working relationships with employees, tenants, and community agencies and other entities that provide services.

Must be able to perform essential job functions, with or without reasonable accommodation.

Must maintain punctuality and attendance as scheduled.
