OVERVIEW

The Georgia Department of Public Safety (DPS) employs approximately 1600 employees and oversees the day-to-day operations of the Georgia State Patrol (GSP), Capitol Police and the Motor Carrier Compliance Division (MCCD). GSP troopers investigate traffic crashes and enforce traffic and criminal laws on the state's roads. Capitol Police officers prevent and detect criminal acts and enforce traffic regulations throughout Capitol Hill. MCCD officers conduct safety inspections of commercial motor vehicles and inspect highway shipments of hazardous materials.

Although focused primarily on the enforcement of traffic laws and investigation of traffic crashes, the Department of Public Safety will support the efforts of all public safety agencies to reduce crime, apprehend those who commit them, and respond to natural and manmade disasters. Administrative Services, Department of - DOAS

Position may be filled at HRM012, grade O for a qualified candidate and hiring salary will be based on experience, credentials, pay equity, and statewide rules.

GENERAL DESCRIPTION:

Department of Administrative Services (DOAS) Human Resources is seeking an HR Manager who will report to the Director of Human Resources and assist in all aspects of daily HR operations for DOAS and four (4) attached agencies.  The ideal candidate will have experience in multiple HR service areas and will be able to serve as a subject matter expert in several assigned areas, including but not limited to, classification and salary administration, absence management including knowledge of FMLA, ADA and Worker’s Compensation, employee benefits including health, dental and retirement plans, PeopleSoft HCM transactions including payroll processing as well as Time and Labor, employee relations including workplace investigations, performance management, recruitment, records management and/or employee training and development.

Required Knowledge, Skills and Abilities:

·         Ability to build and maintain relationships with customers at all levels. 

·         Strong interpersonal skills with exceptional written communication and presentation skills

·         Ability to provide exceedingly high level of support to both internal and external customers at all levels

·         Mature judgement and discretion regarding handling of sensitive and confidential information

  • Must be able to multi-task, prioritize daily workload & work in a rapidly changing, fast growth environment

·         Strong critical evaluation, analytic and problem-solving skills with strong attention to detail

·         Exemplary time management, planning & organizational skills

  • Initiative and ability to work with minimum oversight

·         Demonstrated working knowledge of PeopleSoft HCM &/or Workday

·         Knowledge of state and federal employment laws as well as State Personnel Board rules

·         Prior supervisory/managerial experience

This position may require some travel.

Completion of a pre-employment background check is required.

DOAS participates in a hybrid work environment and

 

telework is encouraged with some days in the office required.

MINIMUM ENTRY QUALIFICATIONS: 

Grade N

Bachelor's degree in a related field AND Four years of supervisory human resource experience. Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.

Grade O

Bachelor's degree in a related field from an accredited college or university AND Five years of management human resource experience OR Two years of experience required at the lower level Mgr 2, Human Resources (HRM011) or position equivalent.

PREFERRED QUALIFICATIONS:  Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess one or more of the following items below.  PLEASE CLEARLY INDICATE YOUR KNOWLEDGE OF THESE QUALIFICATIONS ON YOUR RESUME.   

·         Demonstrated experience in PeopleSoft Human Capital Management (HCM) System including queries or Workday

·         Experience working in multiple HR service areas

·         Georgia State Government HR experience

·         PHR, SHRM-CP, SPHR, SHRM-SCP or CCP Certification
